Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 10:04 A.M. on Monday, April 22, 2013, in Room 200 of the State Office Building.

Rep. Mariani moved approval of the minutes of Friday, April 19, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
Rep. Wagenius moved that HF879 be recommended to pass and placed on the General Register.
Rep. Falk presented HF879 (Falk) University of Minnesota; renewable energy research funding extended.

Colbey Sullivan, House Research, suggested and defined an amendment to HF879.
Rep. Hausman moved to amend HF879, as follows:
Page 2, line 14, before the second period insert "and requires allocations on July 1, 2013 and July 1, 2014"
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Beard moved that HF1000, First Engrossment, be recommended to pass and placed on the General Register.
Rep. Kelly presented HF1000, First Engrossment (Kelly) Commissioner of commerce required to make assessments to fund clean energy resource teams.
Bill Marx, Fiscal Analyst, responded to questions regarding the effective dates of HF1000, First Engrossment.
Colbey Sullivan defined an amendment to HF1000.
Rep. Beard moved to amend HF1000, First Engrossment, as follows:
Page 2, line 7, delete “July 15" and insert “June 30"
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Atkins moved that HF956, Second Engrossment, be recommended to pass and placed on the General Register.
Rep. Hortman presented HF956, Second Engrossment (Hortman) Omnibus Energy Bill.
