Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 11:53 A.M. on Wednesday, April 2, 2014, in Room 200 of the State Office Building.

Rep. Huntley moved approval of the minutes of Tuesday, April 1, 2014. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
Chair Carlson moved that HF2536, First Engrossment, be recommended to be placed on the General Register.
Chair Carlson moved to amend HF2536, First Engrossment. (See attached amendment
H2536A13).
Chair Carlson incorporated the following oral amendment to Amendment H2536A13, as follows:
Page 6, line 13, delete the blank and insert “$674,000”
Page 6, line 15, delete the blank and insert “$426,000”
Page 6, line 28, delete “the employee’s assistance”
Scott Beutel, Minnesota Department of Human Rights, responded to questions regarding the proposed Amendment H2536A13 and oral amendment.
Jill Larson, Deputy Executive Director, Minnesota Business Partnership, testified regarding the proposed Amendment H2536A13 and oral amendment.
Kevin Lindsey, Commissioner, Minnesota Department of Human Rights, responded to questions regarding the fiscal note of the proposed Amendment H2536A13 and oral amendment.
Mark Shepard, House Research clarified the oral amendment to Amendment H2536A13.
THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.
Rep. Melin presented HF2536, First Engrossment, as amended (Melin) Women's Economic Security Act (WESA) various provisions established and modified, and money appropriated.
Chair Carlson moved to amend HF2536, First Engrossment, as amended, as follows:
Page 8, line 31, after the period insert,“This is a one-time appropriation.”
Page 9, line 35, after the period insert,“This is a one-time appropriation.”

Rep. Dorholt presented HF2785, First Engrossment (Dorholt) Central fund feasibility study creation required to pay for costs of providing accommodations to state employees with disabilities.

Chair Carlson moved that HF2365, First Engrossment, be recommended to be placed on the General Register.
Chair Carlson moved to amend HF2365, First Engrossment. (See attached amendment
H2365DE2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Murphy, M. presented HF2365, First Engrossment, as amended (Murphy, M.) Professional licensing boards required to expedite license processing for members of the military, temporary licensure provided for military members, and rulemaking authorized.
Chair Carlson renewed the motion that HF2365, First Engrossment, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.
Rep. Kahn moved that HF2029, First Engrossment, be recommended to be placed on the General Register.
Rep. Kahn presented HF2029, First Engrossment (Kahn), Diverse racial and ethnic Minnesota community artist study required for funding, impact and needs.
Rep. Kahn renewed the motion that HF2029, First Engrossment, be recommended to be placed on the General Register. THE MOTION PREVAILED.
Chair Carlson moved that HF2603, Second Engrossment, be recommended to be placed on the General Register.
Chair Carlson moved to amend HF2603, Second Engrossment. (See attached amendment
H2603A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Hortman presented HF2603, Second Engrossment, as amended (Hortman) Permissible administrative expenses modified for disbursement of supplemental low-income home energy assistance, and weatherization assistance program money appropriated.
Chair Carlson renewed the motion that HF2603, Second Engrossment, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.
Nancy Conley, Committee Administrator, announced the upcoming schedule for the Ways and Means Committee.
