Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 10:06 A.M. on Thursday, April 3, 2014, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Rep. Mariani moved approval of the minutes of Wednesday, April 2, 2014. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
Chair Carlson moved that HF2556 be recommended to be placed on the General Register.
Chair Carlson moved to amend HF2556 (See attached amendment
H2556A3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Newton presented HF2556, as amended (Newton) Veterans housing and long-term care; new residential facility moratorium exemptions provided, grants provided for veteran housing needs assessments, and money appropriated.
Chair Carlson renewed the motion that HF2556, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.
Chair Carlson moved that HF2757, First Engrossment, be recommended to be placed on the General Register.
Rep. Newton presented HF2757, First Engrossment (Newton) Veterans homes cost of care calculations modified, and annual adjustments provided.
Chair Carlson renewed the motion that HF2757, First Engrossment, be recommended to be placed on the General Register. THE MOTION PREVAILED.
Chair Carlson moved that HF3241 be recommended to be placed on the General Register
Chair Carlson moved to amend HF3241. (See attached amendment
A14-1072). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Murphy, M., presented HF3241, as amended (Murphy, M) Omnibus Claims Bill.
Michele L Timmons, Legislative Coordinating Commission - Revisor of Statutes, responded to questions regarding HF3241, as amended.
Jim Cownie, Minnesota Department of Transportation, responded to questions regarding HF3241, as amended.
Chair Carlson renewed the motion that HF3241, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.
Chair Carlson moved that HF2166, Second Engrossment, be recommended to be placed on the General Register.
Rep. Laine presented HF2166, Second Engrossment (Laine) Electronic rosters in elections study provided, secretary of state required to evaluate electronic rosters in 2014 election, and electronic roster use authorized statewide.
Elizabeth L. Fraser, Minnesota Secretary of State, responded to questions regarding HF2166, Second Engrossment.
Chair Carlson renewed the motion that HF2166, Second Engrossment, be recommended to be placed on the General Register. THE MOTION PREVAILED.
Rep. Clark moved that HF2112, First Engrossment, be recommended to be placed on the General Register.
Rep. Clark moved to amend HF2112, First Engrossment. (See attached amendment
H2112DE4). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Clark presented HF2112, First Engrossment, as amended (Clark) Housing Opportunities Made Equitable (HOME) pilot project created.
Rep. Clark renewed the motion that HF2112, First Engrossment, as amended, be placed on the General Register. THE MOTION PREVAILED.
Chair Carlson moved that HF1863, First Engrossment, be recommended to be placed on the General Register.
Rep. Loeffler presented HF1863, First Engrossment (Loeffler) Executive branch advisory group governing provisions modified.
Chair Carlson renewed the motion that HF1863, First Engrossment, be recommended to be placed on the General Register. THE MOTION PREVAILED.
