MINUTES

Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 10:07 A.M. on Monday, April 7, 2014, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Wagenius moved approval of the minutes of Thursday, April, 3, 2014. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Chair Carlson moved that HF1951, Second Engrossment, be recommended to be placed on the General Register.

Chair Carlson moved to amend HF1951, Second Engrossment. (See attached amendment
H1951-18A). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Carlson moved to amend HF1951, Second Engrossment, as amended. (See attached amendment H1951A1).

James Yates, Human Resources, Minnesota Department of Human Services explained Amendment H1951A1.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Kahn moved to amend HF1951, Second Engrossment, as amended. (See attached amendment H1951-A16).

Mary Vanek, Executive Director, Public Employees Retirement Association of Minnesota (PERA) testified on the proposed Amendment H1951-A16.

Luther Thompson, Assistant Executive Director, Legal and Legislative Services, Teachers Retirement Association (TERA), testified on the proposed Amendment H1951-A16.

Dave Bergstrom, Minnesota State Retirement System (MSRS), responded to questions regarding the proposed Amendment H1951-A16.

Rep. Kahn requested a division on the motion. There were 7 Ayes and 15 Nays. THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Rep. Murphy, M., and Rep. Nelson presented HF1951, Second Engrossment, as amended, (Murphy, M) Omnibus pensions and retirement bill.

Jay Stoffel, Employee, Teachers Retirement Association, testified on HF1951, Second Engrossment, as amended.

Chair Carlson renewed the motion that HF1951, Second Engrossment, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Chair Carlson moved that HF1916, Second Engrossment, be recommended to be placed on the General Register.

Chair Carlson moved to amend HF1916, Second Engrossment. (See attached amendment H1916A3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Newton presented HF1916, Second Engrossment, as amended (Newton) Special women veterans license plates authorized, and money appropriated.

Chair Carlson moved that HF3084, First Engrossment, be recommended to be placed on the General Register.

Rep. Bernardy presented HF3084, First Engrossment (Bernardy) Transportation Department; reporting requirements eliminated; antiquated, unnecessary, redundant, and obsolete provisions eliminated and modernized; and conforming changes made.

Erik Rudeen, Minnesota Department of Transportation responded to questions regarding the fiscal note for HF3084, First Engrossment.

Chair Carlson renewed the motion that HF3084, First Engrossment be recommended to be placed on the General Register. THE MOTION PREVAILED.

Chair Carlson moved that HF2214, Second Engrossment, be recommended to be placed on the General Register.

Rep. Sawatsky presented HF2214, Second Engrossment (Sawatsky) DOT technical bill

Bill Marx, Fiscal Analyst, responded to questions regarding the fiscal impact of HF2214, Second Engrossment.

Chair Carlson renewed the motion that HF2214, Second Engrossment, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Rep. Mahoney moved that HF2384 be recommended to be placed on the General Register.

Rep. Mahoney presented HF2384 (Mahoney) Allina Health systems extended employment services authorization extended.

Rep. Mahoney renewed the motion that HF2384 be recommended to be placed on the General Register. THE MOTION PREVAILED.

Chair Carlson moved that HF2884, Second Engrossment, be recommended to be placed on the General Register.

Rep. Garofalo presented HF2884, Second Engrossment (Garofalo) Special electric tariff required for charging electric vehicles.

Chair Carlson renewed the motion that HF2884 be recommended to be placed on the General Register. THE MOTION PREVAILED.


Nancy Conley, Committee Administrator, gave and update regarding the upcoming Ways & Means Committee schedule.
