MINUTES
Representative Scott, Chair of the Civil Law and Data Practices Committee, called the meeting to order at 8:15 A.M. on February 10th, 2015, in the Hearing Room Ten of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Scott called the meeting to order at 8:15 A.M. A quorum was present.
Representative Zerwas moved to adopt the minutes of February 5th, 2015. The minutes were ADOPTED.
Chief Jeff Potts of the Bloomington Police Department gave an overview of the department’s
uses of Automated License Plate Readers.
Rich Neumiester, citizen lobbyist was available to testify on the topic of Automated License Plate readers.
Chief Eric Geizke of the Burnsville Police Department gave an overview of the department’s uses of body cameras.
Don Gemberling of the Minnesota Coalition of Government Information and Rich Neumiester were available to testify about police body cameras.
Representative Scott called the committee to recess at 10:03 A.M.
Representative Scott reconvened the committee at 6:04 P.M.

Representative Scott moved HF512 be referred to the Committee on Health and Human Service Finance.
Representative Scott moved amendment A-002. The motion was ADOPTED.
Available testifiers for HF512, Representative Kim Norton, Michael Dittberner, Jennifer Sommerfield, Jason Smith, Johnathan Kerr, and Rick Heller.
Representative Scott renewed her motion that HF464 as amended be re referred to the Committee on Health and Human Service Finance. The motion was ADOPTED.
At 6:32 P.M. Representative John Lesch assumed the gavel.

Representative Scott moved HF465 be referred to the Committee on Public Safety and Crime Prevention.
Available testifiers for HF465, Representative Peggy Scott, Michael Ditteberner, Melinda Hugdahl, Mike Downing, Laura Dyer, Jason Smith, Rick Heller, Troy Bonkowske, and Shannon Burns.
Representative Scott renewed her motion that HF465 be re-referred to the Committee on Public Safety and Crime Prevention. The motion was ADOPTED.
