MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, began the meeting at 8:15 AM on March 5, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

The meeting began at 8:15 AM.

A quorum was present at 8:16 AM and the meeting was called to order.


Representative Bud Nornes moved to approve the minutes of March 3, 2015. THE MOTION PREVAILED.


Representative Jim Davnie moved House File 1024 for re-referral to the Committee on Education Finance.

Representative Davnie moved amendment H1024A1 to House File 1024. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Davnie testified to House File 1024 as amended. (A bill for an act relating to education; providing training and technical assistance to school districts to reduce use of seclusion and restraint; appropriating money).

Sue Abderholden, Executive Director of National Alliance on Mental Illness, testified in favor of House File 1024.

Connie Hayes, Superintendent of Independent School District 916, testified in favor of House File 1024.

Chair Erickson renewed the Davnie motion and re-referred House File 1024 as amended to the Committee on Education Finance.


Representative Drew Christensen moved House File 1237 to be laid over for possible inclusion in an omnibus bill.

Representative Christensen testified to House File 1237. (A bill for an act relating to education; modifying certain individualized education program provisions; amending Minnesota Statutes 2014, section 125A.08).

Jonah Weinberg, Executive Director of Autism Society of Minnesota, testified in favor of House File 1237.

Alex Miller, student, testified in favor of House File 1237.

Laura Bloch from Autism Society of Minnesota testified in favor of House File 1237.

David Aron, Attorney from Education Minnesota, testified in favor of House File 1237.

Chair Erickson renewed the Christensen motion and laid over House File 1237 for possible inclusion in an omnibus bill.


Representative Rena Moran moved House File 1094 to be laid over for possible inclusion in an omnibus bill.

Representative Joe Mullery testified to House File 1094 (A bill for an act relating to education finance; prioritizing early brain development in the early childhood family education home visiting program; amending Minnesota Statutes 2014, section 124D.13, subdivision 4).

Dr. Megan Gunnar from the University of Minnesota testified in favor of House File 1094.

Dr. Monica Potter, program director of Early Childhood Family Education for Robbinsdale Area Schools, testified in favor of House File 1094.

Hector Garcia, Executive Director of Chicano/Latino Affairs Council, testified in favor of House File 1094.

Chair Erickson renewed the Moran motion and laid over House File 1094 for possible inclusion in an omnibus bill.


Chair Erickson moved House File 332 for re-referral to the Committee on Education Finance.

Representative Linda Runbeck testified to House File 332 (A bill for an act relating to education; modifying childhood literacy provisions; amending Minnesota Statutes 2014, sections 120B.12, subdivision 4a; 124D.98; 125A.01; 126C.15, subdivision 1).

Rachel Berger from Decoding Dyslexia testified in favor of House File 332.

Rachel Depa from Decoding Dyslexia testified in favor of House File 332.

Jane Conlin from Decoding Dyslexia testified in favor of House File 332.

Susan Thomson from Decoding Dyslexia testified in favor House File 332.

Chair Erickson renewed her motion and re-referred House File 332 to the Committee on Education Finance.


Representative Drew Christensen moved House File 804 to be laid over for possible inclusion in an omnibus bill.

Representative Christensen testified to House File 804. (A bill for an act relating to education; requiring school districts to contract with student information system vendors able to seamlessly transfer the records of students with disabilities; proposing coding for new law in Minnesota Statutes, chapter 125A; repealing Minnesota Statutes 2014, section 125A.085).

Brad Lundell from Minnesota Administrators for Special Education testified in favor of House File 804.

Dr. Kim Gibbons from St. Croix River Education District testified in favor of House File 804.

Diane McCarron from Southwest/West Central Service Cooperative testified in favor of House File 804.

Daron Korte, Assistant Commissioner of Minnesota Department of Education, testified with concerns about House File 804.

Jodee Buhr from Education Minnesota testified with concerns about House File 804.

Mary Sawatzky, Willmar Public Schools teacher, testified with concerns about House File 804.

Chair Erickson laid over House File 804.
