MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, began the meeting at 8:15 AM on March 15, 2016, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Presentations:

Office of the Legislative Audit gave a presentation on Minnesota Teacher Licensure.

The Legislative Auditor, Jim Nobles, and Judy Randle, Office of the Legislative Auditor, testified on the report for Minnesota Teacher Licensure.

Representative Erickson called the meeting to order at 8:23 A.M. A quorum was present.

Representative Selcer moved that the minutes of March 10, 2016 be approved. THE MOTION PREVAILED.

Nels Onstad, Director of Educator Licensure at Minnesota Department of Education, and Erin Doan, Executive Director Board of Teaching, testified on the presentation by the Office of the Legislative Auditor.

Daniel Sellers, Representative for MinnCan, Testified on Board of Teaching, and the report from the Legislative Auditor.

Rick Heller, Twice exceptional Print Disabled (Unofficial) Representative, questioned Jim Nobles and the Office of The Legislative Auditor on compliance reviews for non-text readers/learners.

HF2814(Erickson); Establishing a legislative study group to review the legislative auditor’s 2016 report on kindergarten through Grade 12 teacher licensure and consider how to implement the recommendations.

Representative Erickson Testified on HF2814.

Representative Erickson moved that HF2814 be re-referred to the Committee on Government Operations. THE MOTION PREVAILED.



HF2861(Mariani); establishing a legislative task force to review the legislative auditor’s 2016 report on kindergarten through grade 12 teacher licensure and consider how to implement the recommendations.

Representative Mariani moved that HF2861 be re-referred to the Committee on Government Operations.

Cindy Cryst, Minnesota Association of Colleges for Teacher Education MACTE, testified on HF 2861

David Aron, Staff Attorney at Education Minnesota, testified in favor of HF2814 & 2861.

Rick Heller, Twice Exceptional Print Disabled (Unofficial Representative), testified on HF 2861.

Representative Erickson renewed the motion of Representative Mariani, re-referring HF2861 to the Committee on Government Operations. THE MOTION PREVAILED.

HF2622(Selcer); Requiring at least one hour of suicide prevention training for teachers renewing their teacher license; amending Minnesota Statutes 2015 Supplement, section 122A.09, subdivision 4.

Representative Selcer moved that HF2622 be laid over for possible inclusion in an Education Innovation Policy Omnibus Bill.

Representative Selcer testified on HF2622.

Sue Abderholden, Executive Director National Alliance on Mental Illness, testified in favor of HF2622.

Representative Erickson renewed the motion to lay over HF2622 for possible inclusion in an Education Innovation Policy Omnibus Bill. THE MOTION PREVAILED.

The meeting was recessed at 9:47 A.M.

The meeting reconvened at 5:01 P.M.

HF2586(Bennett); Student preparation guidelines offered.

Representative Bennett moved that HF2586 be laid over for possible inclusion in an Education Innovation Policy Omnibus Bill.

Representative Bennett testified on HF2586.

Josh Crosson, Advocacy Manager MinnCan, testified in favor of HF2586.

Jim Bartholomew, Education Director Minnesota Business Partnership, testified in favor of HF2586.

Kevin McHenry, Assistant Commissioner, Minnesota Department of Education, testified on HF2586, and test consistency.

Jennifer Dugan, Director of State Wide Testing, Minnesota Department of Education, testified on HF 2586.

Pakou Vang, Interim SD P20 & College Readiness Minnesota State Colleges and Universities (MNSCU), testified in favor of HF2586.

Stacey Stout, Director, Education & Workforce Development Minnesota Chamber of Commerce, testified in favor of HF2586.

Representative Erickson renewed the motion to lay over HF2586 for possible inclusion in an Education Innovation Policy Omnibus Bill.

HF2890(Peterson); Innovation in Education opportunities expanded.
Representative Peterson moved HF2890 be laid over for possible inclusion in Education Innovation Policy Omnibus Bill.

Representative Peterson moved the amendment H2890A2.

Representative Erickson moved to incorporate the following oral amendment to the H2890A2 amendment: On P. 2 L. 34 delete "and" and insert "or" THE AMENDMENT WAS INCORPORATED.

Representative Peterson renewed her motion to adopt the H2890A2 amendment, as incorporated. THE AMENDMENT, AS INCORPORATED, WAS ADOPTED.

Representative Peterson testified in favor of HF2890.

Kurt Johnson, Education Evolving, testified in favor HF2890.

Jay Haugen, Super Intendent Farmington Area Schools, testified in favor of HF2890.

Dr. David Heistad, Executive Director of Research, Evaluation, and Assessment, Bloomington Public High Schools, testified in favor HF2890.

Kevin McHenry, Assistant Commissioner, Minnesota Department of Education, answered questions on HF2890, and on state and federal assessments.

Liz Dietrich, Minnesota School Board, testified in favor of HF2890.

Dr. Gary Amoroso, Executive Director, Minnesota Association of School Administrators, testified in favor HF2890.

Jim Bartholomew, Education Director, Minnesota Business Partnership, testified in opposition of HF2890.

Representative Erickson renewed the motion to lay over HF2890 for possible inclusion in an Education Innovation Policy Omnibus Bill. THE MOTION PREVAILED.

The meeting was adjourned at 7:04 P.M.
