MINUTES
Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order at 8:16 AM on March 22, 2016, in the Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Erickson called the meeting to order at 8:19 A.M. A quorum was present.
Representative Kresha moved that the minutes of March 17, 2016 be approved. THE MOTION PREVAILED.
Testifiers:
Mariani(HF2944); Student Improved and equitable access to effective and more diverse teachers provided.
Representative Mariani moved that HF2944 be re-referred to the Committee on Education Finance.
Representative Mariani testified in favor of HF2944.
Representative Erickson moved to incorporate a technical oral amendment, on page 6 line 12 striking the word “nine” from the sentence. THE ORAL AMENDMENT WAS ADOPTED, AS INCORPORATED.

Adosh Unni, Minnesota Department of Education Director of Government Relations, testified in favor of HF2944, ESSA compliance, and capturing intent for implementation.
Representative Erickson renewed the motion that HF2944 be re-referred, as amended, to the Committee on Education Finance. THE MOTION PREVAILED.
HF3123(Howe); Special election timeline to fill a vacancy on a school board modified.
Representative Erickson moved HF3123 be re-referred to the Committee on Government Operations and Elections.
Representative Erickson moved the H3123A1 author’s amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
James Haggar, Education Minnesota, testified in favor to HF3123, with concern to public input.
Tami Martin, Superintendent of the Gibbons Fairfax Winthrop School District, testified in favor of HF3123.
Bill Holmgren, Director of Finance for Columbia Heights School, testified in favor of HF3123.
Joel Albright, School Board Member of Rosemount/Apple Valley School District, testified in favor of HF3123.

HF2695(Runbeck); Dyslexia specialists required, and money appropriated.
Representative Erickson renewed the motion that HF2695, as amended, be re-referred to the committee on Education Finance.
Representative Erickson moved the A16-0896 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Jodi Smith, Special Education Teacher Kennedy High School, testified in favor HF2695.
Shawna Hedlund, Parents United for Public Schools, testified in favor of HF2695.

Representative Erickson moved a technical change to HF2695, on page 1 line 2 strike “dyslexia” and insert “literacy/dyslexia”. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Daron Korte, Assist Commissioner Minnesota Department of Education, testified in favor of HF2695.
Representative Erickson renewed the motion HF2695 be re-referred, as amended, to the committee on Education Finance. THE MOTION PREVAILED.
HF2670(Kresha); Early learning scholarships, home visiting programs, parent aware activities funding increased; early learning scholarships cap eliminated; eligible age range for early learning scholarships and targeted home visiting program expanded, and money appropriated.
Representative Erickson moved HF2670 be re-referred to the committee on Education Finance.
Representative Erickson moved the H2670A1 author’s amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF3066(Erickson); Early Childhood and prekindergarten through grade 12 education, including general education, education excellence, charter schools, special education, facilities and technologies, and sufficiency and lifelong learning program.
Representative Erickson moved that HF3066 be laid over for possible inclusion in an omnibus bill.
Representative Erickson moved the A16-0897 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
