MINUTES
Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order at 8:15 AM on February 19, 2015, in the Basement Hearing Room of the State Office Building.

A quorum was present at 8:16 AM and the meeting was called to order.
Representative Dean Urdahl moved House File 245.
Representative Urdhal testified to House File 245 (A bill for an act relating to taxation; individual income; allowing a tax credit for K-12 teachers who complete a master's degree in a content area directly related to their licensure field; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 290).
Chair Erickson renewed the Urdahl motion and moved House File 245 for re-referral to the Committee on Education Finance. THE MOTION PREVAILED.
Representative Carlos Mariani moved House File 15.
Representative Mariani testified to House File 15 (A bill for an act relating to education; increasing the compulsory attendance age; amending Minnesota Statutes 2014, sections 120A.22, subdivisions 5, 8, 11; 120A.24, subdivision 1; 124D.03, subdivision 12; 260C.007, subdivision 19).
Valeria Silva, the Superintendent of St. Paul Public Schools, and Vicky Turner, the Assistant Director of the Office of Early Learning for St. Paul Schools, testified in favor of House File 15.
Snezhana Bessonov with the Minnesota School Boards Association testified against House File 15.
Bob Dockendorf, the Principal of Big Lake High School, testified against House File 15.
Chair Erickson renewed the Mariani motion and laid it over for inclusion in a possible omnibus bill.
Representative Anna Wills moved to approve the minutes of February 17, 2015. THE MOTION PREVAILED.
Representative Mariani moved House File 46 for Representative Erin Murphy.
Representative Murphy testified to House File 46 (A bill for an act relating to education; providing funding for universal all-day preschool for four-year-old students; amending Minnesota Statutes 2014, section 126C.05, subdivision 1; proposing coding for new law in Minnesota Statutes, chapter 124D).
Vicky Turner, the Assistant Director of the Office of Early Learning for St. Paul Public Schools testified in favor of House File 46.
Steve Kerr, the Director of Community Education for the Anoka Hennepin School District, testified in favor of House File 46.
Steve Williams from Special Aid for Children testified against House File 46.
Ericca Maas from Parent Aware testified against House File 46.
Jon Millerhagen, the Executive Director of Minnesota Elementary School Principals Association, Eric Skanson from Minnesota Elementary School Principals Association (Cold Spring) and Andrew Kubas from Minnesota Elementary School Principals Association (Bloomington) testified in favor of House File 46.
Nathan Mathias, a Wayzata prekindergarten teacher, testified in favor of House File 46.
Monica Haas, a St. Paul parent, testified in favor of House File 46.
Becky Minehart, a prekindergarten teacher, testified in favor of House File 46.
Chair Erickson renewed the Mariani motion and laid over House File 46 for continuation at a future hearing.
