MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order at 8:15 AM on February 24, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:15 AM and the meeting was called to order.


Representative Ron Kresha moved to approve the minutes of February 19, 2015. THE MOTION PREVAILED.


Chair Erickson removed House File 46 from the table.

Representative Erin Murphy testified to House File 46 (A bill for an act relating to education; providing funding for universal all-day preschool for four-year-old students; amending Minnesota Statutes 2014, section 126C.05, subdivision 1; proposing coding for new law in Minnesota Statutes, chapter 124D).

Jessica Anderson from the Minnesota Childrens Defense Fund testified in favor of House File 46.

Susan Johnson, an owner of a family child care center, testified with concerns about House File 46.

Hollee Saville, a licensed family child care provider, testified with concerns about House File 46.

Ayaan Barre, a concerned mother, testified with concerns about House File 46.

Sandy Pursley from the Minnesota Licensed Family Child Care Association testified with concerns about House File 46.


Representative Ryan Winkler moved House File 46 for re-referral to the Committee on Education Finance.

Representative Winkler requested a roll call vote. The results were as follows:

Representative Carolos Mariani moved House File 424 for re-referral to the Committee on Civil Law and Data Practices.

Representative Mariani moved amendment H0424A1 to House File 424. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Dave Pinto testified to House File 424 as amended (A bill for an act relating to education; making a technical change to conform the definition of directory information with federal law; amending Minnesota Statutes 2014, section 13.32, subdivision 5).

Nancy Cameron from St. Paul Public Schools testified in favor of House File 424.

Chair Erickson renewed the Mariani motion and re-referred House File 424 as amended to the Committee on Civil Law and Data Practices.


Chair Erickson moved House File 672 to be laid over for possible inclusion in an omnibus bill.

Representative Sarah Anderson testified to House File 672.

Jim Russel, a constituent of Representative Anderson, testified in favor of House File 672.

Steve Huser from the Minnesota Department of Education testified with concerns about House File 672, but with a willingness to work with the author.

John Dukich from the Minnesota High Tech Association testified in favor of House File 672.

Chair Erickson renewed her motion for House File 672 to be laid over for possible inclusion in an omnibus bill.


Chair Erickson moved House File 643 for re-referral to the Committee on Education Finance.

Chair Erickson moved amendment H0643A3 to House File 643.

Katie Pekel from the University of Minnesota testified to amendment H0643A3.

Candace Raskin from Minnesota State University Mankato testified to amendment H0643A3.

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Kelly Fenton testified to House File 643 as amended (A bill for an act relating to education; modifying Principals' Leadership Academy provisions; appropriating money; amending Minnesota Statutes 2014, section 122A.74).

Katie Pekel from the University of Minnesota testified to House File 643.

Efe Agbamu testified in favor of House File 643.

John Schultz, the Superintendent from Hopkins Public Schools, testified in favor of House File 643.

Patty Johnson, the Principal from Hopkins Public Schools, testified in favor of House File 643.

Candace Raskin from Minnesota State University Mankato testified of House File 643.

Chair Erickson renewed her motion and re-referred House File 643 as amended to the committee on Education Finance.


Representative Dean Urdahl moved House File 982 for re-referral to the committee on Higher Education.

Representative Urdahl testified to House File 982 (A bill for an act relating to education; directing eligible public postsecondary institutions to give full credit to students for completed PSEO courses; requiring a report; amending Minnesota Statutes 2014, sections 124D.09, subdivision 12; 135A.101, by adding a subdivision).

Kayley Schoonmaker, the President of Minnesota State College Student Association, testified in favor of House File 982.


Chair Erickson called for a recess at 9:56 AM.


Chair Erickson reconvened the meeting in Room 200 of the State Office Building at 6:00 PM.

Adosh Unni from the Minnesota Department of Education addressed Rick Heller.


Representative Dean Urdahl moved House File 244 for re-referral to the committee on Education Finance.

Representative Urdahl moved amendment H0244DE2 to House File 244. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Urdahl testified to House File 244 as amended. (A bill for an act relating to education; collecting and reporting data on the efficacy of teacher preparation programs approved by the state Board of Teaching; appropriating money; amending Minnesota Statutes 2014, section 122A.09, by adding a subdivision).

Jim Bartholomew from the Minnesota Business Partnership testified in favor of House File 244.

Representative Anna Wills moved House File 727 to be laid over for possible inclusion in an omnibus bill.

Representative Wills moved amendment H0727A2 to House File 727. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Wills testified to House File 727 as amended. (A bill for an act relating to education; providing postsecondary enrollment options program information to students and parents; amending Minnesota Statutes 2014, section124D.09, subdivision 9).
