ENVIRONMENT AND NATURAL RESOURCES POLICY AND FINANCE COMMITTEE
MINUTES
Representative McNamara, Chair of the Environment and Natural Resources Policy and Finance Committee, began the meeting at 8:15AM, on March 10th, 2016, in Room 5 of the State Office Building. A quorum was present.
The Committee Legislative Assistant noted the roll.

Representative McNamara called the meeting to order at 8:15 AM. A quorum was present.
HF52 (Davids) Lanesboro; Stone Mill Dam restoration funding provided, bonds issued, and money appropriated.
Representative McNamara moved HF52 be laid over.
Representative McNamara offered an oral amendment:
“Line 1.6 strike $2,000,000 and insert $3,600,000.
Line 1.13 strike $2,000,000 and insert $3,600,000.”
THE ORAL AMENDMENT WAS ADOPTED.
Kent Lokkesmoe, Director of Capital Investment, DNR, testified in favor of HF52.
Representative McNamara renewed the motion that HF52 as amended be laid over.
HF1188 (Franson) Otter Tail County; West Leaf Lake Dam funding provided, bonds issued, and money appropriated.
Representative Uglem moved HF1188 be laid over.

HF2317 (Poppe) Austin; waterway restoration funding provided, bonds issued, and money appropriated.
Representative Poppe moved HF2317 be laid over.

Craig Clark, City Administrator for the City of Austin and Tim Ruzek of Vision 2020 Waterways Committee testified in favor of HF2317.
Representative Poppe renewed the motion that HF2317 as amended be laid over.
HF2318 (Poppe) Austin; Ramsey Mill Pond site improvement funding provided, bonds issued, and money appropriated.
Representative Poppe moved HF2318 be laid over.

HF2722 (Fabian) Flood hazard mitigation grant funding provided, bonds issued, and money appropriated.
Representative Fabian moved HF2722 be laid over.
Representative Fabian moved to adopt oral amendment:
“Line 1.21 after Sand, insert Hill.
Line 1.22 delete the first word, Lake.
Line 1.23 after District, insert Upper Minnesota River Water Shed District.”

HF183 (Hansen) Metropolitan city inflow and infiltration grant funding provided, bonds issued, and money appropriated.

Patricia Nauman, Executive Director of Metro Cities testified in favor of HF183.

HF1273 (Hansen) Dakota County; Big Rivers Regional Trail funding provided, bonds issued, and money appropriated.
