ENVIRONMENT AND NATURAL RESOURCES POLICY AND FINANCE COMMITTEE
MINUTES
Representative Fabian, Vice-Chair of the Environment and Natural Resources Policy and Finance Committee, began the meeting at 8:16AM, on March 24th, 2016, in Room 5 of the State Office Building. A quorum was present.
The Committee Legislative Assistant noted the roll.

Representative Fabian called the meeting to order at 8:16AM. A quorum was present.
Representative Heintzman moved to adopt the minutes from March 23th, 2016. THE MINUTES WERE APPROVED.
HF2664 (Backer) Grant County; Big Lake water level control permit required.
Representative Fabian moved HF2664 be laid over.
Allen Wold, Bois de Sioux Watershed, Steve Colvin, Department of Natural Resources Ecological and Water Resources Deputy Director, Paul Telandar, Department of Natural Resources Wildlife Section Chief, Ron Harnack, Red River Watershed Management Board testified on HF2664.
HF2616 (Backer) Morris; state assistance prior to enforcing effluent standards required.
Representative Fabian moved HF2616 be laid over.
Blaine Hill, Morris City Manager, and Greta Gauthier, Minnesota Pollution Control Agency testified on HF2616.
Representative McNamara assumed the gavel at 9:12AM.
HF3409 (Fabian) Wastewater treatment technology incentive provided.
Representative Fabian moved HF3409 be laid over.
Representative moved to adopt the HF3409A1.
Representative Fabian moved to adopt the following oral amendment:
Line 1.19, insert the word “municipality”
Line 5, after the word after, insert “both”. THE ORAL AMENDMENT WAS ADOPTED.
THE AMENDMENT, AS AMENDED, WAS ADOPTED.
Katrina Kessler, Minnesota Pollution Control Agency Water Assessment Section Manager, Greta Gauthier, Minnesota Pollution Control Agency Legislative Director, Elizabeth Wefel, Coalition of Greater Minnesota Cities testified on HF3409.
HF2841 (McNamara) Metropolitan landfill contingency action trust account management provided.
Representative McNamara moved HF2841 be re-referred to the Committee on State Government Finance.
Kirk Koudelka, Minnesota Pollution Control Agency Assistant Commissioner, Land Policy and Lyle Mueller, Minnesota Pollution Control Agency Chief Financial Officer, Liz Workman, Dakota County Commissioner testified on HF2841.
Representative McNamara renewed the motion that HF2841, as amended, be re-referred to the Committee on State Government Finance. THE MOTION PREVAILED.
