ENVIRONMENT AND NATURAL RESOURCES POLICY AND FINANCE COMMITTEE
MINUTES
Representative McNamara, Chair of the Environment and Natural Resources Policy and Finance Committee, began the meeting at 8:27AM, on March 31th, 2016, in Room 5 of the State Office Building. A quorum was present.
The Committee Legislative Assistant noted the roll.

Representative McNamara called the meeting to order at 8:27AM. A quorum was present.
Representative Green moved to adopt the minutes from March 30th, 2016. THE MINUTES WERE APPROVED.
HF3261 (Newberger) Clear-cutting state land prior hearing and local approval required.
Representative Newberger moved HF3261 be laid over.
Representative Newberger moved to adopt the HF3261DE3 amendment.
Representative Newberger moved to adopt the following oral amendment to the HF3261DE3 amendment:
“Line 1.7, after ‘section’ insert, ‘, or work on school trust lands.’
Line 1.11, after ‘citizens’ insert, ‘and other stakeholders’.” THE AMENDMENT WAS ADOPTED.
Bob Meier, Assistant Commissioner, Department of Natural Resources, Ron and Judy Geurts, Residents of Sand Dunes, Bob Quade testified on HF3261.
Representative Newberger renewed the motion that HF3261, as amended, be laid over.
HF2866 (McNamara) Invasive special control provided, wild rice license requirements modified, streamlined review of plans and regulations provided, civil penalties provided and modified, and report required.
Representative McNamara moved HF2866 be re-referred to the General Register.
Representative Hackbarth moved to adopt the HF2866A2 amendment. THE AMENDMENT WAS ADOPTED.
Representative McNamara moved to adopt the HF2866A5 amendment. Representative McNamara moved to adopt the following oral amendment to HF2866A5 amendment:
“Line 2.19, after ‘section’ insert, ‘, or work on school trust lands.’
Line 2.23, after ‘citizens’ insert, ‘ and other stakeholders.” THE AMENDMENT WAS ADOPTED.
Bob Meier, Assistant Commissioner, Department of Natural Resources testified on HF2866.
Representative McNamara renewed the motion that HF2866, as amended, be re-referred to the General Register. THE MOTION PREVAILED.
HF3715 (Fabian) Demolition debris landfill permitting and rules provided.
Representative Fabian moved HF3715 be laid over.
Representative Fabian moved to adopt the HF3715A1 amendment. THE AMENDMENT WAS ADOPTED.
Jeff Pelowski, Roseau County Coordinator/Environmental Services Director, Mike Hanan, Solid Waste Administrator for Otter Tail, Todd, and Wadena Counties, and Dave Benke, Director, Resource Management and Assistance Division of the Minnesota Pollution Control Agency testified on HF3715.
Representative Fabian renewed the motion that HF3715, as amended, be laid over.
Students from Future Farmers of America were recognized as attending today’s committee hearing.
The meeting was adjourned at 9:48AM.
