ENVIRONMENT AND NATURAL RESOURCES POLICY AND FINANCE COMMITTEE
MINUTES
Representative McNamara, Chair of the Environment and Natural Resources Policy and Finance Committee, began the meeting at 8:17AM, on April 6th, 2016, in Room 5 of the State Office Building. A quorum was present.
The Committee Legislative Assistant noted the roll.

Representative McNamara called the meeting to order at 8:17AM. A quorum was present.
Representative Fabian moved to adopt the minutes from April 5th, 2016. THE MINUTES WERE APPROVED.
HF3310 (Hertaus) Sophia’s Law created; marine carbon monoxide detection systems required on motorboats, and safety information on carbon monoxide poisoning from motorboats required.
Representative McNamara moved HF3310 be laid over.
Representative McNamara moved to adopt HF3310DE3 amendment. THE AMENDMENT WAS ADOPTED.
Ray Stege, Lake Elmo, Stan Linnell, Parks and Trails, Department of Natural Resources, and Bob Meier, Assistant Commissioner, Department of Natural Resources testified on HF3310.
Representative McNamara renewed the motion that HF3310, as amended, be laid over.
HF3000 (Torkelson) Buffer requirements on public waters and drainage ditches clarified and modified.
Representative Torkelson moved HF3000, as amended, be re-referred to the General Register.
Representative Torkelson moved to adopt HF3000DE3 amendment. THE AMENDMENT WAS ADOPTED.
Ron Harnack, Red River Watershed management Board, John Jaschke, Executive Director, Board of Water and Soil Resources, Thom Peterson, Minnesota Farmers Union, and Doug Busselman, Minnesota Farm Bureau Federation, and Mike Downing, White Bear Lake, testified on HF3000.
Representative Torkelson renewed the motion that HF300, be re-referred to the General Register. THE MOTION PREVAILED.
HF2881 (Johnson) Working lands watershed restoration program established to incentivize growth of perennial crops, and money appropriated.
Representative Johnson moved HF2881 be laid over.
Amanada Bilek, Great Plains Institute, Anna Boroff, Minnesota Corn Growers Association, John Jascke, Executive Director, Boil of Water and Soil Resources, and Steve Morse, Minnesota Environmental Partnership testified on HF2881.
Representative Fabian assumed the gavel at 9:31AM.
Representative Fabian renewed the motion that HF2881 be laid over.
The meeting was adjourned at 9:54M.
