MINUTES

Representative Sanders, Chair of the Government Operations and Election Policy, called the meeting to order at 10:41 AM on February 24, 2015 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Pugh moved to approve the minutes from February 19, 2015.

THE MOTION PREVAILED

HF 288 (O’Neill) Professional engineer license requirements clarified.

The Following testified on HF 288:
Marion O’Neill – State Representative
Barb Yarusso – State Representative
Brian Malm – Senior Project Manager from Bolton and Menk, Engineers and Surveyors

Representative Sanders moved to amend HF 288 (See attached amendment H0288A3)

THE AMENDMENT WAS ADOPTED

Representative Halverson moved to amend HF 288 (See attached amendment H0288A4)

Representative Halverson moved to incorporate the following language into H0288A4: “January 1, 2016” Stricken. Insert “August 1, 2015” after the word insert.

THE AMENDMENT WAS ADOPTED

Chair Sanders moved that HF 288, as amended, be re-referred to the committee on Job Growth and Energy Affordability.

THE MOTION PREVAILED

HF 794 (O’Driscoll) Statutory sections related to surveying streamlined and simplified, technical and conforming changes made.

The following testified on HF 794:
Tim O’Driscoll – State Representative
Michael Welling - County Surveyor/Manager Survey & Land Management at Washington County
Lisa Hanni - County Surveyor at Goodhue County
Representative O’Driscoll moved that HF 794 be re-referred to the committee on Job Growth and Energy Affordability.

THE MOTION PREVAILED

HF 495 (Howe) Counties permitted to have audits performed by certified public accountant firms.

The following testified on HF 495:
Jeff Howe – State Representative
Kim Saterbak – Swift County Auditor
Carolyn Holmsten – Goodhue County Finance Director
Matt Hilgart - Association of Minnesota Counties Legislative Director

Representative Nelson moved to amend HF 495 (See attached amendment H0495A1)

Representative Nelson withdrew the amendment H0495A1.

Chair Sanders moved that HF 495 be re-referred to the committee on State Government Finance.

THE MOTION PREVAILED

Representative Selcer was excused from voting.

The meeting was adjourned at 11:59 AM.
