MINUTES

Representative Steve Green, Vice Chair of the Greater Minnesota Economic & Workforce Development Policy Committee, called the meeting to order at 12:50 p.m. on February 26th, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

Members excused: DILL, David, and KIEL, Debra.

Chair Gunther discussed HF808.

A quorum was present at 12:52 p.m.

Representative Hancock moved that the minutes of Tuesday, February 24, 2015 be approved. THE MOTION PREVAILED.

Chair Gunther moved that HF808 (Gunther) be recommended to pass and be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance.

Chair Gunther presented HF808 (Innovative business development public infrastructure grant funding provided, bonds issued, and money appropriated).

Testifying before committee were the following in favor of HF808:

Kevin McKinnon, DEED Deputy Commissioner for Economic Development.

Chair Gunther renewed the motion that HF808 pass, and be re-referred to the committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

Chair Gunther moved that HF955 (Gunther) be recommended to pass and be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance.

Chair Gunther presented HF955 (Entrepreneurial development funding provided, reports required, and money appropriated).

Testifying before committee were the following in favor of HF955:

Bryan Stading, Executive Director, Regional Center for Entrepreneurial Facilitation;
Michael Nolan, Director, Small Business Development Center, Adjust Professor, College of Business, Minnesota State University, Mankato.

Chair Gunther renewed the motion that HF955 pass, and be re-referred to the committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

Chair Gunther moved that HF409 (Gunther) be recommended to pass and be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance.

Representative Gunther presented HF409 (Centers for Independent Living grant funding provided, and money appropriated).

Testifying before committee were the following in favor of HF409:

David Hancox, Executive Director for the Metropolitan Center for
Independent Living.

Chair Gunther renewed the motion that HF409 pass, and be re-referred to the committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

Chair Gunther moved that HF809 (Gunther) be recommended to pass and be re-referred to the
Committee on Education Innovation Policy.

Representative Gunther presented HF809 (Rural workforce system coordinators provided, reports required, rural workforce system coordinators and Minnesota youth program funding provided, and money appropriated).

Testifying before committee were the following in favor of HF809:

Dan Wenner, Director, Rural Minnesota CEP;
Jeremy Hanson Willis, DEED Deputy Commissioner for Workforce Development.

Chair Gunther moved the H0809A1 amendment. THE MOTION PREVAILED.

Chair Gunther renewed the motion that HF809 pass, as amended, and be re-referred to the committee on Education Innovation Policy. THE MOTION PREVAILED.

Chair Gunther moved that HF519 (Gunther) be recommended to pass and be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance.

Chair Gunther presented HF519 (Small business investment tax credit modified).

Testifying before committee were the following in favor of HF519:

Genevieve Plumadore, Director of Government Relations, LifeScience Alley;
Chad Olsen, Founder & CEO, ByME.

Chair Gunther renewed the motion that HF519 pass, and be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

The meeting was adjourned at 2:02 p.m.
