MINUTES

Representative McDonald, Vice Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:51pm on January 27th, 2015, in Room 200 of the State Office Building.


The Committee Legislative Assistant noted the roll.

Representative McDonald began the meeting at 12:46pm, a quorum was NOT present.

Representative Dean began to present HF 264 (Knoblach) to committee members.

Commissioner Ed Ehlinger, MN Department of Health testified on HF 264 (Knoblach)

A quorum was present at 12:51 pm. The meeting was called to order at 12:51pm.

Representative Schoen moved approval of the January 22nd, 2015 minutes. The motion PREVAILED. The minutes were APPROVED.

Rep Dean moved HF 264 (Knoblach) be recommended to be re-referred to the committee on Ways and Means.

Representative Dean MOVED the A4 amendment to HF 264 (Knoblach). The amendment is ADOPTED.

Representative Pierson MOVED the A5 Amendment to HF 264 (Knoblach). The amendment is ADOPTED.

Representative Liebling WITHDRAWS the A1 amendment to HF 264 (Knoblach).

Rep McDonald offered an oral amendment Page 2, Line 19 after the “.” insert “This is a one time appropriation”. The amendment was ADOPTED.

Lawrence Massa, President, Minnesota Hospital Association testified.

Patsy Stinchfield, MS, RN, CPNP, Director of Infection Prevention and Control, Children's Hospitals and Clinics of Minnesota testified.

Helen Strike, President of Unity Hospital and Dr. Paul Kettler, Vice President Medical Affairs of Unity Hospital testified.

Byron Callies, Emergency Management Team, Mayo Clinic testified.

Deb Cathcart, Vice President of Patient Services, University of MN – Fairview testified.
Jim Koppel, Assistant Commissioner for Children and Family Services, MN Department of Human Services testified.

Anne Barry, Deputy Commissioner of Direct Care and Treatment, MN Department of Human Services testified.

Representative Dean renewed his motion that HF 264 (Knoblach), as amended, be recommended to the committee on Ways and Means. The motion PREVAILED.

The meeting was adjourned at 2:14pm.
