MINUTES
Representative Mack, Chair of the Health and Human Services Reform Committee, called the meeting to order at 2:50 P.M. on March 3rd, 2015, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Mack called the meeting to order at 2:50 P.M. A quorum was present.
Representative Albright moved that the minutes of February 25th, 2015 be approved. THE MOTION PREVAILED.
Representative Peterson assumed the gavel at 2:51 P.M.
Representative Mack moved A1 amendment be adopted to H.F. 960. THE MOTION PREVAILED.
Representative Mack presented H.F. 960.
Testifying on behalf of H.F. 960 was Kate Zacher-Pate, Executive Director of Minnesota Board of Social Work.
Representative Mack moved H.F. 960, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.
Representative Mack assumed the gavel at 3:08 P.M.
Representative Mack moved H.F. 753 to be re-referred to the Committee on Greater Minnesota Economic and Workforce Development Policy.
Representative Kresha presented H.F. 753.
Testifying on behalf of H.F. 753 was Sue Abderholden, Executive Director of NAMI Minnesota.
Representative Mack renewed her motion for H.F. 753 to be re-referred to the Committee on Greater Minnesota Economic and Workforce Development Policy. THE MOTION PREVAILED.
Representative Mack moved H.F. 803 be referred to the Committee on Greater Minnesota Economic and Workforce Development Policy.
Representative Mack moved an oral amendment be adopted to H.F. 803. THE MOTION PREVAILED.
ORAL AMENDMENT: Page 1, line 22, delete “8” and insert “18”.
Representative Kresha presented H.F. 803.
Representative Mack renewed her motion for H.F. 803, as amended, be re-referred to the Committee on Greater Minnesota Economic and Workforce Development Policy. THE MOTION PREVAILED.
Representative Zerwas moved H.F. 644 to be referred to the Committee on Government Operations.
Representative Zerwas moved the A1 amendment be adopted. THE MOTION PREVAILED.

Testifying on behalf of H.F. 644 were, Gary Meyers, President of Massage Envy, Greg Schmidt, Board Member of Minnesota Integrative Care Advocates, Chuck Sawyer, Senior Vice President of Northwestern Health Sciences, Kathryn Berg, Board Member of Minnesota Integrative Care Advocates, as well as a Certified Classified Homeopath, Barbara York, President of Minnesota Therapeutic Massage Network/Minnesota Touch Movement Network, Jason Erickson, President of the American Massage Therapy Association, Lee McGrath, Managing Attorney for Institute for Justice.
Representative Zerwas renewed his motion for H.F. 644 be re-referred to the Committee on Government Operations.
Representative Liebling called for a division vote. Thirteen “ayes” and eight “nays”. THE MOTION PREVAILS.
For informational purposes, Representative Schomacker presented H.F. 316, no action was taken on the bill.
Testifying for H.F. 316 was, Toby Pearson, Care Providers of Minnesota, Kari Thurlon, Leading Age Minnesota, and Tom Pollack Administrator for Park River Estates Care Center, Craig Kittelson, with Augustana Care,Jeff Bostic, Director of Data and Financial Policy with Leading Age Minnesota.
