HEALTH AND HUMAN SERVICES REFORM COMMITTEE
MINUTES

Representative Peterson, Chair of the Health and Human Services Reform committee, called the meeting to order at 2:54 PM on March 17th, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Mack called the meeting to order at 2:54 PM. A quorum was present.

Representative Schultz moved to adopt the minutes from March 13th, 2015, and March 16th, 2015. THE MOTION PREVAILED.

Representative Mack moved that HF 1209 be re-referred the Committee on Civil Law and Data Practices.

Representative Mack moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1209 were Sean Haines and Sue Abderholden, Executive Director, NAMI Minnesota.

Representative Peterson renewed the motion that HF1209, as amended, be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

Representative Pierson moved that HF778 be re-referred to the Committee on Health and Human Services Finance.

Representative Pierson moved to adopt the A2 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF778 were Vacharee Peterson, DDS, CEO, Community Dental Clinic, Juan Gomez, Finance Coordinator, CDC Rochester, Mya Aye, and Htoo Mae.

Representative Pierson renewed his motion that HF778, as amended, be re-referred to the Committee on Health and Huma Services Finance. THE MOTION PREVAILED.

Representative Kelly moved that HF445 be re-referred to the Committee on Health and Human Services Finance.

Representative Kelly moved to adopt the A4 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF445 were Patti Cullen, Care Providers of Minnesota, Kari Thurlow, Leading Age Minnesota, Linda Nelsen, Administrator/CEO, Benedictine Living Community of St. Peter, and Mary Krinkie, Minnesota Hospital Association.

Representative Kelly renewed his motion that HF445, as amended, be re-referred the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Mack moved that HF278 be re-referred to the Committee on Health and Human Services Finance.

Testifying on behalf of HF278 weas Susan Spalding, CEO, Alzheimer’s Association, Minnesota North Dakota Chapter.

Representative Mack renewed her motion that HF278 be re-referred to the Committee on Health and Human Services. THE MOTION PREVAILED.

Representative Mack moved that HF1447 be re-referred to the Committee on Government Operations and Elections Policy.

Representative Mack moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1447 were Sue Abderholden, Executive Director, NAMI Minnesota, Steve Gottwalt, Executive Director, Minnesota Rural Health Association, and Dr. Mac Baird, Department Chair of Family Medicine, University of Minnesota.

Representative Mack renewed her motion that HF1447, as amended, be re-referred to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

Representative Peterson moved that HF1640 be re-referred to the Committee on Civil Law and Data Practices.

Testifying on behalf of HF1640 were Steve Larson, Director, ARC Minnesota, Jean Bender, Public Policy Volunteer, ARC Minnesota, and Kelly Kausel.

Representative Peterson renewed her motion that HF1640 be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

Representative Mack recessed the committee at 4:44 PM.

Representative Schomacker reconvened the committee at 5:41 PM.

Representative Peterson moved that HF1659 be re-referred to the Committee on Government Operations and Elections Policy.

Representative Peterson moved to adopt the A15-0250 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1659 were Jeff Lindoo, Thrifty White Pharmacy, Steve Simonsen, Goodrich Pharmacy, Dr. Cody Wiberg, Minnesota Board of Pharmacy, and Eric Dick, Minnesota Medical Association.

Representative Peterson renewed her motion that HF1659, as amended, be re-referred to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

Representative Baker moved that HF1652 be re-referred to the Committee on Civil Law and Data Practices.

Representative Baker moved to adopt the oral amendment. The oral amendment is as follows:

“Strike lines 5.15 through 5.21.” THE ORAL AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1652 were Dr. Cody Wiberg, Minnesota Board of Pharmarcy, Rich Neumeister, and Twila Brase, President, Citizen’s Council for Health Freedom.

Representative Baker renewed his motion that HF1652, as amended, be re-referred to the Committee on Civil Law and Data Practices.

Representative Liebling requested a roll call vote. The results are as follows:

Representative Baker moved that HF1653 be re-referred to the Committee on Health and Human Service Finance.

Representative Baker renewed his motion that HF1653 be re-referred to the Committee on Health and Human Finance. THE MOTION PREVAILED.

Representative Baker moved that HF614 be re-referred to the Committee on Job Growth and Energy Affordability.

Testifying on behalf of HF614 were Erin Buie, Care Providers of Minnesota, and Kari Thurlow, Leading Age Minnesota.

Representative Baker renewed his motion that HF614 be re-referred to the Committee on Job Growth and Energy Affordability. THE MOTION PREVAILED.

Representative Backer moved that HF1063 be re-referred to the Committee on Higher Education.

Representative Backer moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1063 were Martha Lantz, Executive Director, Touchstone Mental Health, Julie Tate, Nancy Howe, and Sue Abderholden, Executive Director, NAMI Minnesota.

Representative Backer renewed his motion that HF1063, as amended be re-referred to the Committee on Higher Education. THE MOTION PREVAILED.

Representative Mack recessed the committee at 7:31 PM.

Representative Mack reconvened the meeting at 7:49 PM.

Representative Zerwas moved that HF1151 be re-referred to the Committee on Government Operations and Elections Policy.

Testifying on behalf of HF1151 were Dr. Mary Sciroe and Dominic Sposeto.

Representative Zerwas renewed his motion that HF1151 be re-referred to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

The meeting was adjourned at 8:08 PM.

  • HF1447 (Kiel) - Legislative Health Care Workforce Commission investment priorities implemented; advanced practice registered nurse, physician assistant, mental health professional, and primary care residency training grant programs established; health profession student preceptors and medical resident preceptors incentive payment provided; and money appropriated.
  • HF1652 (Baker) - Minnesota prescription monitoring program changes made.
  • HF1653 (Baker) - Medical assistance coverage for psychiatric residential treatment for persons under age 21 authorized.
  • HF1659 (Peterson) - Pharmacy technician to pharmacist permitted ratio increased, definitions modified, and Pharmacy Board size increased.
  • HF1640 (Peterson) - Tax Equity and Fiscal Responsibility Act (TEFRA) monetary parental contribution repealed.
