MINUTES

Representative Mack, Chair of the Health and Human Services Reform committee, called the meeting to order at 2:53 PM on March 24th, 2015, in Room 200 at the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Mack called the meeting to order at 2:53 PM. A quorum was not present.

Representative Hoppe and Sue Abderholden, Executive Director, NAMI, presented HF1568.

A quorum was present at 2:55 PM.

Representative Mack moved that HF1568 be re-referred to the Committee on Government Operations and Elections Policy.

Representative Mack moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF1568 was Sue Abderholden, Executive Director, NAMI.

Representative Mack renewed her motion that HF1568, as amended, be re-referred to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

Representative Mack moved that HF1100 be re-referred to the Committee on Commerce and Regulatory Reform.

Representative Mack moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF1100 was Chris Parsons, President, Minnesota Professional Fire Fighters, Steve Shapira, St. Paul Firefighter, Tony Kwilas, Minnesota Chamber of Commerce, and Robert Simon, American Chemistry Council.

Representative Mack renewed her motion that HF1100, as amended, be re-referred to the Committee on Commerce and Regulatory Reform. THE MOTION PREVAILED.

Representative Pierson moved that HF1714 be re-referred the Committee on Government Operations and Elections Policy.

Representative Pierson moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF1714 were Diane Rydrych, Director, Health Policy and Division, Minnesota Department of Health, and Susan Castellano, Maternal and Child Health Director, Minnesota Department of Health.

Representative Pierson renewed his motion that HF1714, as amended, be re-referred to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

Representative Zerwas moved that HF1155 be re-referred to the Committee on Civil Law and Data Practices.

Representative Zerwas moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Zerwas renewed his motion that HF1155, as amended, be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

Representative Mack moved that HF233 be re-referred to the Committee on Civil Law and Data Practices.

Testifying on HF233 were Kevin Kajer, Chief Administrator, Board of Public Defense, and Ben Ashley-Wurtmann, Mental Health Association of Minnesota.

Representative Pierson moved that HF1639 be re-referred to the Committee on Health and Human Services Finance.

Testifying on HF1639 was Laura Wilson, Staff Attorney, Mid-Minnesota Legal Assistance.

Representative Pierson renewed his motion that HF1639 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Mack moved that HF1148 be re-referred to the Committee on Health and Human Services Finance.

Testifying on behalf of HF1148 were Mary Kay Kennedy, Executive Director, Advocating Change Together, Steve Peck, and Mark Hughes, Board Member, Minnesota State Council on Disabilities.

Representative Mack renewed her motion that HF1148 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Mack moved that HF1061 be re-referred to the Committee on Health and Human Services Finance.

Representative Mack moved to adopt the A15-0292 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF1061 were Jeff Bauer, Director of Public Policy, The Family Partnership, and CeCe Terlouw, Executive Director, Heartland Girls’ Ranch.

Representative Mack renewed her motion that HF1061, as amended, be re-referred to the Committee on Health and Human Services. THE MOTION PREVAILED.

Representative Mack recessed the committee at 4:35 PM.

Representative Peterson reconvened the committee at 5:29 PM, in Room 10.

Representative Baker moved that HF1792 be re-referred to the Committee on Civil Law and Data Practices.

Representative Baker moved to adopt the A2 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF1792 was Darcy Miner, Director, Compliance Monitoring Division, Minnesota Department of Health.

Representative Baker renewed his motion that HF1792, as amended, be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

Representative Mullery moved that HF506 be re-referred to the Committee on Civil Law and Data Practices.

Testifying on HF506 was Kari Rechtizigel, Minnesota Board of Behavioral Health and Therapy.

Representative Mack assumed the gavel at 5:46 PM.

Representative Mullery renewed his motion that HF506 be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

Representative Baker moved that HF1634 be re-referred to the Committee on Health and Human Services Finance.

Testifying on HF1634 were Dr. Scott Schwantes, Associate Medical Director, Pediatrics, Gillette Children’s Specialty Healthcare, James Haddican, Chief Financial Officer, Gillette Children’s Specialty Healthcare, and Julie Marquardt, Director, Purchasing and Service Delivery, Department of Human Services.

Representative Baker renewed his motion that HF1634 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Baker moved that HF1651 be re-referred to the Committee on Health and Human Services Finance.

Representative Baker moved to adopt the DE1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF1651 were Lexi Reed Holtum, Vice President, Steve Rummler Hope Foundation, and Dr. Paul Satterlee, MD, Emergency medicine, Allina Health, Medical Director of Overdose Prevention, Steve Rummler Hope Foundation.

Representative Baker renewed his motion that HF1651, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Zerwas moved that HF210 be re-referred to the Committee on Civil Law and Data Practices.

Representative Zerwas moved to adopt the DE2 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF210 were Mary Jo George, AARP, and Mary Krinkie, Minnesota Hospitals Association.

Representative Zerwas renewed his motion that HF210, as amended, be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

Representative Mack briefly paused the committee at 6:54 PM in order for audio recording tapes to be changed.

Representative Quam moved that HF1628 be re-referred to the Committee on Taxes.

Testifying on HF1628 was Sarah Anderson, Vice President of Sales, Key Medical Supply.

Representative Quam renewed his motion that HF1628 be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Representative Peterson assumed the gavel at 7:31 PM.

Representative Mack moved that HF1443 be re-referred to the Committee on Health and Human Services Finance.

Representative Mack moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF1443 were Dan Papin, Washington County Director of Community Services, and Larry Hosch, Department of Human Services.

Representative Mack renewed her motion that HF1443, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.
