MINUTES

Representative Mack, Chair of the Health and Human Services Reform committee, called the meeting to order at 2:53 PM on March 25th, 2015, in Room 200 at the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Mack called the meeting to order at 2:53 PM. A quorum was present.

Representative Pierson moved to adopt the minutes from March 20th, 2015 and March 24th, 2015. THE MOTION PREVAILED.

Representative Mack moved that HF1843 be re-referred to the Committee on Health and Human Services Finance.

Testifying on HF1843 were Elizabeth Johnson, Executive Director, CROSS, and Peter Woitlock, Community Organizer, Hunger Solutions Minnesota.

Representative Mack renewed her motion that HF1843 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Mack moved that HF1152 be re-referred to the Committee on Rules and Legislative Administration.

Representative Mack renewed her motion that HF1152 be re-referred to the Committee on Rules and Legislative Administration. THE MOTION PREVAILED.

Representative Mack moved that HF507 be re-referred to the Committee on Health and Human Services Finance.

Testifying on HF507 was Joe Stanislav, President/CEO, Our Lady of Peace Hospice.

Representative Mack renewed her motion that HF507 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Albright moved that HF560 be re-referred to the Committee on Health and Human Services Finance.

Representative Albright moved to adopt the DE1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF560 were Anne Henry, Minnesota Disability Law Center, Jim Carlisle, citizen, Erica Schmiel, Minnesota Brain Injury Alliance, and Brant Foutch, citizen advocate.

Representative Albright renewed his motion that HF560, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Zerwas moved that HF658 be re-referred to the Committee on Health and Human Services Finance.

Representative Zerwas moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Zerwas renewed his motion that HF658, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Zerwas moved that HF559 be re-referred to the Committee on Health and Human Services Finance.

Representative Zerwas moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Mack moved that HF339 be re-referred to the Committee on Health and Human Services Finance.

Representative Mack moved to adopt the DE1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF339 was Becky Secore, Director, Beltrami County Health and Human Services, Ernie Bietel, Chief Deputy, Beltrami County Sheriff, and Jeff Lind, Division Director, Beltrami County, and Sue Abderholden, Executive Director, NAMI.

Representative Mack renewed her motion that HF339, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Mack moved that HF1056 be re-referred to the Committee on Health and Human Services Finance.

Testifying on HF1056 was Brad Trahan, Project LifeSaver.

Representative Mack renewed her motion that HF1056 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Mack recessed the committee at 4:39 PM.

Representative Mack reconvened the committee at 6:25 PM in the Basement Hearing Room at the State Office Building.

Representative Mack moved that HF378 be re-referred to the Committee on Taxes.

Representative Mack moved to adopt the A2 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF378 was John Tyler, Boys and Tyler Finance Group, MAHU.

Representative Mack renewed her motion that HF378, as amended, be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Representative Mack moved that HF451 be re-referred to the Committee on Health and Human Services Finance.

Representative Mack moved to adopt the A3 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF451 were Melinda Hugdahl, Staff Attorney, Legal Aid Minnesota, and Julie Erickson, Child Support Division, Department of Human Services.

Representative Peterson assumed the gavel at 6:51 PM.

Representative Peterson renewed the motion for HF451, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Pierson moved that HF1960 be re-referred to the Committee on Health and Human Services Finance.

Testifying on HF1960 were Jodie Hook, President, Serenity House Network, LLC, Brad Jones, Executive Director, Rochester’s Visitors Bureau, and Steve Diaz, Minnesota Department of Health.

Representative Pierson moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Pierson moved that HF1960, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Albright moved that HF1482 be re-referred to the Committee on Health and Human Services Finance.

Representative Albright moved to adopt the DE2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Albright renewed his motion that HF1482, as amended, be re-referred to the Committee on Health and Human Services. THE MOTION PREVAILED.

Representative Zerwas moved that HF792 be re-referred to the Committee on Health and Human Services Finance.

Representative Zerwas moved to adopt the following oral amendment:
“Line 2.6, after the first comma, insert ‘surviving’.” THE ORAL AMENDMENT WAS ADOPTED.

Representative Zerwas renewed his motion that HF792, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Mack moved that HF573 be re-referred to the Committee on Health and Human Services Finance.

Representative Mack moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.
