MINUTES
Representative Pat Garofalo, Chair of the Job Growth & Energy Affordability Policy & Finance Committee, began the meeting at 12:45 P.M. on Monday, February 16, 2015, in Room 10 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Garofalo called the meeting to order at 12:45 P.M. A quorum was present.
Representative Isaacson moved to approve the minutes from the previous hearing. THE MOTION PREVAILED.
HF180 (Sanders) Manufactured home space requirements modified.
Representative Sanders and Mark Brunner, Manufactured and Modular Home Association; testified on HF180, as introduced.
Representative Garofalo moved an oral amendment. On page 3, after line 11, insert: “EFFECTIVE DATE. This section is effective the day following final enactment.” THE MOTION PREVAILED.
Representative Garofalo moved that HF180 be recommended to pass as amended and be re-referred to the General Register. THE MOTION PREVAILED.
HF105 (Garofalo) Utility advertising expenditure treatment modified.
Representative Garofalo moved the HO105A2 amendment. THE MOTION PREVAILED.
Representative Garofalo and Sheldon Strom, Center for Energy and Environment; testified on HF105, as introduced.
Representative Garofalo moved that HF105 be recommended to pass as amended and be re-referred to the General Register. THE MOTION PREVAILED.
HF639 (Newberger) Prohibition on new sources of fossil-fuel generated electricity amended to include only sources constructed in Minnesota.
Representative Newberger; Benjamin Gerber, Minnesota Chamber of Commerce; John Hottinger, Minnesota Sierra Club and Commissioner Bill Grant, Minnesota Department of Commerce; all testified on HF639, as introduced.
Representative Simonson moved to postpone the bill. THE MOTION FAILED. Division was called. The vote count was 5 AYES, 10 NAYS. DIVISION FAILED.
Representative Newberger moved that HF639 be recommended to pass and be re-referred to the General Register. THE MOTION PREVAILED.
HF662 (Mahoney) Neighborhood development Center small business incubator grant funding provided, and money appropriated.
Representative Mahoney; Isabel Chanslor, Director of the Neighborhood Development Center and Juliet Mitchell, Owner of Eagles Wings, LLC; all testified on HF662, as introduced.
Representative Mahoney moved the HO662A1 amendment. THE MOTION PREVAILED.
Representative Gunther moved the HO662A2 amendment. THE MOTION PREVAILED.
Representative Garofalo moved that the bill be laid over for possible inclusion in a later bill. THE MOTION PREVAILED.
