MINUTES

Representative Dean Urdahl, Chair of the Legacy Funding Finance Committee, called the thirteenth meeting to order at 12:53 P.M. on Monday, April 20, 2015 in Basement Hearing Room of the State Office Building.

A Quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Miller moved to approve the minutes of April 13, 2015. THE MOTION PREVAILED.

HF303 Urdahl, Minnesota Historical Society funding provided, and money appropriated.

Chair Urdahl moved the H0303DE5 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kahn moved the H0303A13 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Urdahl moved the A15-0517 amendment.

Elizabeth Wefel of the Greater Minnesota Parks and Trails Council testified in favor of the A15-0517 amendment.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Urdahl offered the following oral amendment: Page 80, line 80.23, replace “Council on Disabilities” and insert “Council on Disability.” THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Urdahl moved that HF303 be referred to the Committee on Taxes, as amended.

Representative McNamara introduced the Outdoor Heritage Fund portion of HF303.

Representative Heintzeman assumed the gavel at 1:12 P.M.

Mark Johnson of the Lessard Sams Outdoor Heritage Council stood for questions.

Chair Urdahl assumed the gavel at 1:16 P.M.

Representative Torkelson gave an introduction to the Clean Water Fund portion of the HF303.

Representative Torkelson offered the following oral amendment: Page 45, 45.31-41.35. deleted from that section, and added on page 40, after line 40.20. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Darryl Gerber of the Fresh Water Society gave an explanation of section 49.14-49.17 on page 49 of the bill.

Matt Wohlman of the Minnesota Department of Agriculture provided a clarification regarding page 40, section 40.3.

Chair Urdahl gave an introduction to the Parks and Trails Fund portion of the Legacy omnibus bill.

Chair Urdahl gave an introduction to the Arts and Cultural Heritage Fund portion of the Legacy omnibus bill.

Gary Botzek, executive director of the Minnesota Conservation Federation, testified in opposition to page 20, section 3.

Mat Wohlman, Rory Bier of Rolling Stone, Minnesota, and Chuck Uphoff of Stearns County, Minnesota, testified in favor of increased funding for the Minnesota Agricultural Water Quality Certification Program in the Clean Water Fund portion of the Legacy omnibus bill.

Erica Rivers of the Minnesota Department of Natural Resources State Parks and Trails division testified in support of lines 67.25-67.32, and other portions of the Parks and Trails Fund portion of the Legacy Omnibus bill. Ms. Rivers also testified in opposition to the H0303A18 amendment.

Arnie Stephrud of the Metropolitan Council testified in support of lines 68.10-69.5 of the Parks and Trails Fund portion of the Legacy omnibus bill.

Thomas Ryan of the Greater MN Parks and Trails Commission, testified in favor of the funding allotment percentages in the Parks and Trails Fund of the Legacy omnibus bill.

Laura Hedlund, testified in opposition to section 71.1-79.19 of the Legacy omnibus bill.

Katherine Zimmer of Women Observing Wildlife Minnesota testified in opposition to funding appropriations to the Metropolitan Council.

Bob Tamon testified in opposition to the Big Marine Veterans’ Campground appropriation.

Mark Hughes, producer of the Disability Viewpoints television program, testified in favor of increased funding in the Minnesota State Council on Disability appropriation portion of the bill.

Representative Heintzeman assumed the gavel at 2:50 P.M.

Chair Urdahl assumed the gavel at 2:55 P.M.

Leslie Davis testified in opposition to the Pioneer Public Television and Minnesota Public Radio appropriations in the Legacy omnibus bill.

Michelle Furrer of the Como Park Zoo and Conservatory testified in favor of increased appropriations for the Como Park Zoo.

Joan Wilshire of the Minnesota State Council on Disability testified in favor of increased appropriations to the council.

Representative Baker gave an explanation of the H0303A20 amendment.

Chair Urdahl moved the H0303A20 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kahn moved the H0303A4 amendment. THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Representative Kahn moved the H0303A5 amendment. THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Representative Kahn moved the H0303A6 amendment. THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Chair Urdahl moved the H0303A19 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kahn moved the H0303A7 amendment.

Len Price of Conservation Core Minnesota gave an explanation of the H0303A7 amendment.

THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Representative Kahn moved the H0303A11 amendment.

Representative Kahn offered the following oral amendment to the H0303A11 amendment: beginning on page 1, line 1.5 beginning at “heritage fund” insert “,in consultation with the Minnesota Council on Disability,” page 1, line 1.10 beginning at “water funds” insert “,in consultation with the Minnesota Council on Disability,” page 1, line 1.15 beginning at “trails funds” insert “,in consultation with the Minnesota Council on Disability,” and page 1, line 1.20 beginning at “cultural heritage funds” insert “,in consultation with the Minnesota Council on Disability,” .

Representative Kahn moved the H0303A11 amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kahn moved the H0303A18 amendment.

May Davenport and Mary Vogel of the Center for Changing Landscapes testified in favor of the H0303A18 amendment.

THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Representative Kahn moved the H0303A15 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kahn moved the H0303A16 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Urdahl moved an oral amendment to the adopted H0303DE5 amendment, page 81, line 81.27 from the beginning of the line to read “$1,875,000 the first year and $1,475,000”. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Frieberg moved the H0303A17 amendment. THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Chair Urdahl renewed his motion to refer HF303, as amended, to the Committee on Taxes. THE MOTION PREVAILED.
