MINUTES

Representative Johnson, Vice Chair of the Public Safety and Crime Prevention Policy and Finance Committee, called the meeting to order at 10:17 A.M. on March 10, 2015 in Hearing Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Johnson called the meeting to order at 10:17 A.M. A quorum was present.

Representative Ward moved that the minutes from the March 5, 2015 meeting be approved.

THE MOTION PREVAILED.

HF 1432 (Green): Bureau of Criminal Apprehension required to do background checks at the request of Indian tribes.

Representative Johnson moved to pass HF 1432 and move to general register.

Representative Johnson moved the A1 Amendment.

Representative Johnson renewed his motion to pass HF 1432, as amended, and move to general register.

Report from Legislative Advisory Committee on the Care of Pregnant Incarcerated Women presented by:
Rebecca Shlafer, Assistant Professor at University of Minnesota Medical School

HF 1247 (Laine): Needs of incarcerated women relating to pregnancy and childbirth addressed, and report on use of restraints required.

Representative Johnson moved that HF 1247 be laid over for possible inclusion in omnibus bill.

Representative Johnson moved the A2 Amendment.

THE MOTION PREVAILED.

Representative Johnson renewed his motion for HF 1247, as amended, to be laid over for possible inclusion in omnibus bill.

HF 0742 (O’Neill): Campus sexual harassment and sexual violence policy changes required, good faith reporting of sexual harassment and sexual violence encouraged, coordination between postsecondary institutions and law enforcement required, postsecondary institutions required to create an online reporting system, data access restricted, data classifications provided, campus security officers and administrators training required, and institutions required to provide student health services for victims of sexual assault.

Chair Cornish assumed the gavel at 10:38 A.M.

Representative Winkler moved to refer HF 0742 to the Civil Law and Data Practices Committee.

Representative O’Neill moved the DE5 Amendment.

Representative Cornish moved that HF 1180 be laid over for possible inclusion in omnibus bill.
