Representative Bob Dettmer, Chair of the Veterans Affairs Division, called the meeting to order at 12:48 on March 2, 2015, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Greg Davids moved to approve the minutes of February 23, 2015. THE MOTION PREVAILED.
Representative Greg Davids moved to recommend HF 1106 be re-referred to the Committee on State Government Finance.
HF 1106 Davids, Service-disabled, veteran-owned businesses ensured by commissioner of administration to receive a percentage of state procurement, and bid preferences provided.
Representative Greg Davids moved the H1106A1 Amendment. THE MOTION PREVAILED.
Representative Greg Davids introduced HF 1106.
Matt Kuskie, Vice President of Drexel Hamilton, testified in favor of HF 1106 and how it would help in hiring veterans into careers in financial services.
Matt Scherer, Legislative Director at the Minnesota Department of Administration, testified against portions of HF 1106 that differed from existing veterans preference programs.
Representative Greg Davids renewed his motion to recommend HF 1106, as amended, be re-referred to the Committee on State Government Finance. THE MOTION PREVAILED.
Representative Jerry Newton moved to recommend HF 243 be re-referred to the Committee on Mining and Outdoor Recreation.
HF 243 Newton, Driver's licenses and Minnesota identification cards Purple Heart designation established, and state park permits provided

HF 545 Johnson, C., Veterans-to-agriculture pilot program established, and money appropriated.

Mike McLaughlin, Minnesota Assistance Council for Veterans–Mankato, and Brad Schloesser, South Central College, North Mankato, testified in favor of HF 545.
Doug Peterson, Minnesota Farmers Union, testified in favor of HF 545
Representative Greg Davids moved to orally amend HF 545 in the following:
Page 1, line 22, delete “farm business management program” and insert "Southern Minnesota Center of Excellence for Agriculture."
