Representative Davids, Chair of the Tax Committee, began the meeting at 10:15 A.M. on April 16th, 2015, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Davids began the meeting at 10:15 A.M. and a quorum was NOT present.
A quorum was present at 10:20 A.M. and the meeting was called to order.
Representative Simonson moved to approve the minutes from April 15th, 2015. THE MOTION PREVAILED.
Representative Davids moved that HF420 come before the committee.
HF420 O’Neill: STEM and long-term care employees tax credit provided.
Representative O’Neill, Erin Buie of the Care Providers of MN, and Kari Thurlow of LeadingAge MN, testified on HF420, first engrossment.
Representative Davids moved that HF420 be laid over for possible inclusion in the omnibus tax bill.
Representative Slocum moved that HF1825 come before the committee.
HF1825 Slocum: Automated sale suppression device use criminal penalties provided.
Representative Slocum, Paul Cumings of the Minnesota Department of Revenue, and Margaret Reisdorf of the Minnesota Department of Revenue, testified on HF1825, first engrossment.
Representative Slocum moved that HF1825 be laid over for possible inclusion in the omnibus tax bill.
Representative Wills moved that HF1479 come before the committee.
HF1479 Wills: Higher education expense refundable credit and subtraction established.
Representative Wills moved that the H1479A3 amendment be adopted. THE MOTION PREVAILED.
Representative Wills, Brian Pietsch of Ameriprise Financial, and Paul Cerkvenik, President of the Minnesota Private College Council, testified on HF1479, first engrossment.
Representative Wills moved that HF1479, as amended, be laid over for possible inclusion in the omnibus tax bill.
Representative Davids moved that HF749 come before the committee.
HF749 Hamilton: Workforce housing grant program created, tax credits for workforce housing, reports required, and money appropriated.
Representative Hamilton and Dan Dorman of the Greater Minnesota Partnership, testified on HF749, first engrossment.
Representative Davids moved that HF749 be laid over for possible inclusion in the omnibus tax bill.
Representative Davids moved that HF2131 come before the committee.
HF2131 Nash: Vendor sales tax allowance provided.
Representative Davids moved that the A15-0451 amendment be adopted. THE MOTION PREVAILED.
Representative Nash, Bruce Nustad of the Minnesota Retailers Association, Mike Karbo of the Minnesota Grocers Association, Jaime Mackenthun of Mackenthun’s Fine Foods, and Paul Cumings of the Minnesota Department of Revenue, testified on HF2131, first engrossment.
Representative Davids moved that HF2131, as amended, be laid for possible inclusion in the omnibus tax bill.
Representative Davids held an informational hearing on HF2182.
HF2182 Davids: Nicotine solution used in electronic cigarettes tax rate changed.
Cap O’Rourke of the Independent Vapor Retailers of Minnesota, Jason Downing of MN Vapor Advocacy, Bennie McWilliams/Muhammad of the Independent Vapor Retailers, Dan Baker, President of Baker White, Jeanne Weigum of the Raise it for Health Coaltion, Paul Cummings of the Minnesota Department of Revenue, Tom Briant of the Minnesota Wholesale Marketers Association, Alan Smith of the R Street Institute, Fred Ampolini of RJ Reynolds, testified on HF2182, first engrossment.
