MINUTES
Representative Quam, Vice-Chair of the Property Tax and Local Government Finance Division, began the meeting at 8:15 A.M. on March 18, 2015, in the Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

HF421 (Murphy, M.): Proctor authorized to impose additional one-half percent sales tax, and local approval of laws validating actions of the city provided.

Jake Benson, Councilmember, City of Proctor, and Publisher, Proctor Journal and Hermantown Star, testified on HF421.
Vice-Chair Quam called the meeting to order at 8:22 A.M. A quorum was present.
Representative Erickson moved that the minutes of March 11, 2015 be approved. THE MOTION PREVAILED.
Representative Simonson moved that HF421 come before the committee.
Tim Peterson, Deputy Clerk, City of Proctor, testified on HF421.
Vice-Chair Quam moved that HF421 be laid over for possible inclusion in the division report.
Representative McDonald moved that HF1254 come before the committee.
HF1254 (Swedzinski): Local approval of local sales and use tax and validation of prior act provided.
Representative Swedzinski testified on HF1254.
Ben Martig, City Administrator, City of Marshall, testified on HF1254.
Vice-Chair Quam moved that HF1254 be laid over for possible inclusion in the division report.
Representative Davnie moved that HF587 come before the committee.
HF587 (Persell): Walker; local taxes authorized.

Vice-Chair Quam moved to adopt an oral amendment to HF587 as follows:
Page 1, line 8 – after “of” insert “up to”. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF534 (Hamilton): Windom authorized to impose sales and use and excise taxes.

Steve Nasby, City Administrator, City of Windom, testified on HF534.
Representative Lenczewski moved to adopt an oral amendment to HF534 as follows:
Page 1, line 8 – delete “on or before November 1, 2016” and insert “at the 2016 general election”. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Vice-Chair Quam moved that HF534, as amended, be laid over for possible inclusion in the division report.
Representative Lenczewski moved that HF990 come before the committee.
HF990 (Lenczewski): Political subdivisions imposing and collecting local lodging taxes provided clarified authority.
Representative Lenczewski moved the H0990DE2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Lori Economy-Scholler, Chief Financial Officer, City of Bloomington, testified on HF990.
