MINUTES
Representative Tim Kelly, Chair ofthe TrJnsportation Policy and Finance Committee, called the thiliy-second meeting to order at 12:58 PM on March 23, 2016 in the Basement of the State Office Building. A quorum was present.
The Committee Legislative Assistant noted the roll.

Representative Runbeck moved to approve the minutes of March 21, 2016. THE MOTION PREVAILED.



HF1112 (NORTON) Driving while impaired provisions modified relating to probation; ignition interlock program, devices, and cameras; revocation and cancellation periods; licensing reinstatement; fees; and penalties; and money appropriated.
Representative Norton moved that HFl 112 be re-referred to the committee on Public Safety and Crime Prevention Policy and Finance. Representative Norton moved the Hl 12Al Amendment. THE MOTION PREVAILED. Representative Norton moved the Hl 112A3 Amendment. THE MOTION PREVAILED. Sandy and Hilary Melville testified in support of HF 1112. Brad Froehlich, Intoxalock, testified in support of HFl 112.
Gina Calistro, Mothers Against Drunk Driving (MADD), testified in support ofHFl 112. Representative Norton renewed her motion to re-refer HFl 112, as amended, to the committee on Public Safety and Crime Prevention Policy and Finance. THE MOTION PREVAILED.



HF3104 (ORDAHL) McLeod County; Trunk Highway 7 segment designated as Patrol Officer Michael Alan Hogan Memorial Highway.
Representative Kelly moved that HF3104 be sent to the General Register. Representative Urdahl testified on HF3104. David Erlandson, former Hutchinson Police Lieutenant, testified in support of HF3104.

Daniel Hatten, Hutchinson Police Chief, testified in support ofHF3104. Representative Kelly renewed his motion that HF3104 be sent to the General Register. THE .MOTION PREVAILED. HF1495 (GREEN) State Patrol trooper funding provided, and money appropriated.
Representative Kelly moved HF1495 be re-referred to the committee on Ways and Means. Representative Green testified on HF1495. Representative Kelly moved the Al 6-0886 amendment. THE MOTION PREVAILED. Colonel Matt Langer, Minnesota State Patrol, testified on HF1495. Representative Kelly renewed his motion that HF1495 be re-referred, as amended, to the
committee on Ways and Means. THE MOTION PREVAILED.


HF3175 (ANDERSON, C.) Driving instructor license applicant criminal history background checks required. · Representative Chad Anderson moved that HF3175 be re-referred to the committee on Civil Law
and Data Practices. Kate Engler, Bureau of Criminal Apprehension, testified on HF317 5. Don Hoechst, Driver and Vehicle Services, testified on HF 3175. Representative Chad Anderson renewed his motion that HF3175 be re-referred to the committee


on Civil Law and Data Practices. THE MOTION PREVAILED. HF2014 (PETERSBURG) Appeal proce_ss for denial or revocation of driveway permit provided.
Representative Petersburg moved that HF2014 be re-referred to the committee on Civil Law and Data Practices.
Representative Petersburg moved the H2014Al amendment. THE MOTION PREVAILED. Representative Petersburg moved the oral amendment to the H2014Al, Line 1.6, after "l" insert "by the Commissioner of Transportation." THE MOTION PREVAILED.
Peter Coyle, on behalf of Casey's General Stores, testified in support ofHF2014. Brian Gage, MnDOT Access Management Coordinator testified on HF2014. Representative Petersburg renewed his motion that HF2014 be re-referred, as amended, to the
committee on Civil Law and Data Practices. THE MOTION PREVAILED. The meeting was adjourned at 2:41 PM.
