MINUTES
Representative Tim Kelly, Chair of the Transportation Policy and Finance Committee, called the tenth meeting to order at 12:49 p.m. on Monday, February 16, 2015 in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Chair Kelly called the meeting to order at 12:49 p.m. A quorum was present.
Representative Drazkowski moved to approve the minutes of February 11, 2015. THE MOTION PREVAILED.
Chair Kelly moved that HF12 be passed and re-referred to the General Register.
HF12 (Cornish): Blue Alert system created to aid in the apprehension of those who kill or injure law enforcement officers
Representative Cornish and Janell Rasmussen, Amber Alert Coordinator for the Minnesota Bureau of Criminal Apprehension, testified on HF12.
Susan Mayerle from the Minnesota Concerns of Police Survivors, and Christine Crittenden testified on HF12.
Representative Kelly renewed his motion to pass and re-refer HF12 to the General Register. THE MOTION PREVAILED.
Representative Petersburg moved that HF282 come before the committee.
HF282 (Petersburg): Corridors of commerce program funding provided, and money appropriated.
Representative Petersburg testified on HF282.
Robert Beussman, Mayor of New Ulm, and Patrick Baker, Director of Government and Institutional Affairs for Greater Mankato Growth, testified on HF282 and the Highway 14 Partnership.
Steve Bot, Chair of the I-94 West Corridor Coalition and City Administrator for the City of St. Michael, testified on HF282.
Chair Kelly laid over HF282 for possible inclusion in the Transportation Policy and Finance Omnibus Bill.
Representative Howe moved that HF215 be passed and re-referred to the Committee on Taxes.
HF215 (Howe): Allocating the estimated revenue from the sale of motor vehicle parts to the highway user tax distribution fund.
Representative Howe testified on HF215.
Bob Carney Junior, Lobbyist for We the People, testified on HF215.
Jeff Orth, Legislative Chair of the Minnesota Deputy Registrars, testified on HF215.
Representative Howe renewed his motion to pass and re-refer HF215 to the Committee on Taxes. THE MOTION PREVAILED.
Representative Kelly moved that HF404 be passed and re-referred to the Committee on Taxes.
HF404 (Carlson): Infant and child car seats exempted from sales tax.
Representative Carlson testified on HF404.
Representative Kelly renewed his motion to pass and re-refer HF404 to the Committee on Taxes. THE MOTION PREVAILED.
Representative Hausman moved to bring HF101 before the committee.
HF101 (Mahoney): County consent on trunk highway projects provided
Janice Rettman, Ramsey County Commissioner, testified on HF101.
Representative Hausman moved the H0101A1 amendment. THE AMENDMENT WAS ADOPTED.
Scott Peterson, Director of Government Affairs for the Minnesota Department of Transportation, testified on HF101.
Representative Mahoney testified on HF101.
Chair Kelly laid over HF101, as amended, for possible inclusion in the Transportation Policy and Finance Omnibus Bill.
