MINUTES

Representative Hamilton, Chair of the Agriculture Finance Committee, called the meeting to order at 10:15AM on February 16th, 2017, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Hamilton called the meeting to order at 10:15AM. A quorum was present.

Representative Bahr moved to approve the minutes of February 14th, 2017. THE MINUTES WERE APPROVED.

HF772 (Fabian) Wolf and elk depredation payment funding provided, and money appropriated.

Representative Hamilton moved that HF772 be laid over for possible inclusion in the Omnibus Agriculture Finance bill.

Representative Hamilton moved the A1 amendment.

Representative Hamilton moved the A2 amendment to the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Hamilton moved the A1 amendment, as amended. THE AMENDMENT WAS ADOPTED.

Testifying on HF772 was Thom Peterson, Government Relations Director, Minnesota Farmers Union, and Andrea Vaubel, Assistant Commissioner, Minnesota Department of Agriculture.

HF772, as amended, was laid over for possible inclusion in the Omnibus Agriculture Finance bill.

HF267 (Petersburg) Local food promotion and education event funding provided, and money appropriated.

Representative Hamilton moved that HF267 be laid over for possible inclusion in the Omnibus Agriculture Finance bill.

HF561 (Poppe) Farm advocates program funding provided, and money appropriated.

Representative Poppe moved that HF561 be laid over for possible inclusion in the Omnibus Agriculture Finance bill.

Testifying on HF561 was Connie Dykes, Farm Advocate, Minnesota Department of Agriculture.

HF561 was laid over for possible inclusion in the Omnibus Agriculture Finance bill.

HF331 (Anderson) Tractor rollover protection pilot grant program administration and promotion allowance decreased, tractor rollover protection grant funding provided, and money appropriated.

Representative Anderson moved that HF331 be laid over for possible inclusion in the Omnibus Agriculture Finance bill.

Testifying on HF331 was Andrea Vaubel, Deputy Commissioner, Minnesota Department of Agriculture, Ed Terry, Agriculture Instructor, Randolph High School, Grant Otte, Randolph Future Farmers of America.

HF331 is laid over for possible inclusion in the Omnibus Agriculture Finance bill.

HF259 (Johnson) Cost-share requirement for schools that receive a tractor rollover protection grant eliminated, and retroactive effective date provided.

Representative Poppe moved that HF259 be laid over for possible inclusion in the Omnibus Agriculture Finance bill.

Representative Poppe moved to adopt the A2 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF259 was Grant Otte, Randolph Future Farmers of America, Ed Terry, Agriculture Instructor, Randolph High School.

HF259, as amended, was laid over for possible inclusion in the Omnibus Agriculture Finance bill.
