MINUTES

Representative Anderson, Chair of the Agriculture Policy Committee, called the meeting of the Agriculture Policy Committee to order at 10:15 AM on February 15th, 2017, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Anderson called the meeting to order at 10:15 AM. A quorum was present.

Representative Lueck moved that the minutes of February 8, 2017 be approved. THE MOTION PREVAILED.

HF0761 (Hamilton) Agricultural fertilizer research and education program and council extended.

Chair Anderson moved that HF761 be re-referred to the committee on Government Operations and Elections Policy.

Representative Hamilton testified in favor of HF761.

Bill Bond, Minnesota Crop Production Retailers, testified in favor of HF761.

Chair Anderson renewed his motion that HF761 be re-referred to the committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

HF0610 (Knoblach) Agricultural homestead rules modified for properties owned by trusts.

Representative Poston moved that HF610 be re-referred to the committee on Civil Law and Data Practices.

Representative Knoblach testified in favor of HF610.

Michael Samson, Minnesota State Bar Association, testified in favor of HF610.

Tom May, Minnesota Association of Assessing Officers, testified in opposition to HF610.

Representative Poston renewed his motion that HF610 be re-referred to the committee on Civil Law and Data Practices. THE MOTION PREVAILED.

Vice Chair Backer assumed the gavel at 10:47 a.m.





HF0673 (Anderson, P.) Minnesota Agriculture Education Leadership Council expiration date eliminated.

Chair Anderson moved that HF673 be re-referred to the committee on Government Operations and Elections Policy.

Sarah Dornick, Executive Director, Minnesota Agriculture Education Leadership Council, testified in favor of HF673.

Chair Anderson renewed his motion that HF673 be re-referred to the committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

HF0686 (Anderson, P.) Dairy research, teaching, and consumer education authority modified and extended.

Chair Anderson moved that HF686 be re-referred to the committee on Government Operations and Elections Policy.

Daryn McBeth, Dairy Research, Teaching, and Consumer Education Authority, Testified in favor of HF686.

Chair Anderson renewed his motion that HF686 be re-referred to the committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

HF199 (Anderson, P.) Adjacent landowner notification required when noxious weed presence is confirmed.

Chair Anderson moved that HF199 be laid over for future consideration.

Chair Anderson moved the H0199A1 Amendment.

Chair Anderson moved the H0199A3 Amendment to the H0199A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Chair Anderson moved the H0199A1 amendment as amended. THE AMENDMENT AS AMENDED WAS ADOPTED.

J.D. Burton, University of Minnesota, testified in opposition to HF199 as amended.

Tim Power, Minnesota Nursery and Landscape Association, testified in opposition to HF199 as amended.

Chair Anderson temporarily laid over HF199 as amended.

HF0200 (Lien) Agricultural land study on valuation based on production value provided, report required, and money appropriated.

Representative Bly moved that HF200 be re-referred to the committee on Property Tax and Local Government Finance Division.

Representative Lien testified in favor of HF200

Thom Peterson, Minnesota Farmers Union, testified in favor of HF200

Cole Rupprecht, Minnesota Farm Bureau, testified in favor of HF200

Tom May, Minnesota Association of Assessing Officers, testified on HF200.

Representative Bly renewed his motion that HF200 be re-referred to the committee on Property Tax and Local Government Finance Division. THE MOTION PREVAILED.

The meeting was adjourned at 11:59 a.m.
