MINUTES
Representative Peggy Scott, Chair of the Civil Law and Data Practices Policy Committee, called the meeting to order at 8:46 AM, on January 10th, 2017, in the Basement Hearing Room of the State Office Building. A quorum was present.
The Committee Legislative Assistant noted the roll.

Representative Howe moved to approve the minutes of January 5th, 2017. THE MOTION PREVAILED.
Matt Ehling of the Minnesota Coalition on Government Information gave a presentation on the Minnesota Government Data Practices Act.

HF83 (Scott) Premium assistance eligibility verification provided, health plan rate data made public, and temporary program provided to help pay for health insurance premiums.
Representative Scott moved that HF83 be referred to Committee on Commerce and Regulatory Reform.
Representative Scott moved the HF83A03 Amendment.
Representative Scott moved to adopt the following oral amendment to the A03 amendment as follows:
“Page 3, line 25, delete "that a health plan company provides" and insert "provided",
Page 3, line 26, delete "subdivision 2" and insert "subdivisions 1 and 2".” THE ORAL AMENDMENT WAS ADOPTED.
Representative Scott moved to adopt the HF83A03 Amendment as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Scott renewed her motion that HF83 as amended be referred to the Committee on Commerce and Regulatory Reform. THE MOTION PREVAILED.

HF3 (Smith) REAL ID Act implementation authorized, driver's license and Minnesota identification card requirements amended, imposition of fees amended, legislative reporting required and money appropriated.
Representative Smith moved that HF3 be referred to the Committee on Transportation and Regional Governance Policy.
