COMMERCE AND REGULATORY REFORM COMMITTEE

MINUTES

Representative Kelly Fenton called the Commerce and Regulatory Reform Committee meeting to order at 3:04 p.m. on January 11th, 2017, in the Basement Hearing Room of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Halverson moved to approve the minutes of January 10th, 2017. THE MOTION PREVAILED.

State-Based Reinsurance Program Presentations:

Ms. Peggy Zimmerman-Belbeck, Minnesota Comprehensive Health Association
Mr. James Heer, Workers' Compensation Reinsurance Association
Mr. Peter Nelson, Center for the American Experiment

HF 5 (Hoppe) State-operated reinsurance program created, and money appropriated.

Chair Hoppe moved that HF5 be laid over for future consideration.

Testifying on HF5:

Mr. Bentley Graves, MN Chamber of Commerce
Mr. Jim Schowalter, MN Council of Health Plans

Chair Hoppe renewed his motion to lay over HF5 for future consideration.

The meeting was adjourned at 4:47 p.m.
