Representative Loon, Chair of the Education Finance Committee, called the meeting to order at 10:07 A.M. on March 24th, 2017, in Room Five of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Murphy moved that the minutes of March 23rd, 2017 be adopted. THE MOTION PREVAILED.
Rick Heller, Twice Exceptional Print Disabled Representative (Unofficial) testified on HF890, Loon, Amendment A17-0268.
HF890 Loon, Early childhood, K-12, and adult education funding provided, and money appropriated.
Representative Loon moved that HF890 be re-referred to the Committee on Taxes.
Representative Loon moved the A17-0268 delete all amendment. THE AMENDMENT WAS ADOPTED.
Representative Loon moved the KRB-HART12 amendment. THE AMENDMENT WAS ADOPTED.
Representative Loon moved the H089047 amendment. THE AMENDMENT WAS ADOPTED.
Representative Erickson moved the H0890A32 amendment. Unni Adosh, Government Relations, Minnesota De-partment of Education testified on the amendment H0890A32. THE AMENDMENT WAS ADOPTED.
Representative Thissen moved the H0890A3. THE AMENDMENT WAS ADOPTED.
Representative Thissen moved the H0890A4 amendment.
Representative Thissen withdrew the H0890A4 amendment.
Representative Thissen moved the H0890A12 amendment.
Representative Thissen divided the H0890A12 amendment at 1.14 and 1.15. Representative Thissen moved to delete line 1.3. THE ORAL AMENDMENT WAS INCORPORATED.
Representative Thissen moved adoption of the remaining part of H0890A12 amendment, as incorporated, lines 1.1 and 1.2 and lines 1.4 to1.14. Representative Thissen withdrew the second part of the divided amendment from lines 1.15 to 1.20. THE AMENDMENT, AS DIVIDED AND INCORPORATED, WAS NOT ADOPTED.
Representative Loon moved to reconsider the H0890A12 amendment, as divided and incorporated. THE MO-TION PREVAILED.
Representative Thissen moved the H0890A12 amendment.
Representative Thissen divided the H0890A12 amendment at lines 1.14 and 1.15.
Representative Thissen offered an oral amendment to delete line 1.3 of the H0890A12 amendment. THE ORAL AMENDMENT WAS INCORPORATED.
Representative Thissen withdrew the second part of the divided amendment H0890A12, lines 1.15 to 1.20.
Representative Moran offered an oral amendment to H0890A12 amendment as follows:
Line 1.5 replace “two times” with “once”
Line1.6 replace “must” with is encouraged to”
Line 1.11 replace “two times” with “once”
Line 1.12 replace “must” with is encouraged to”
THE ORAL AMENDMENT WAS ADOPTED.
Representative Thissen moved the adoption of the H0890A12, as divided and amended. THE AMENDMENT, AS DIVIDED AND AMENDED, WAS ADOPTED.
Representative Mariani moved the A17-0284 amendment. THE AMENDMENT WAS NOT ADOPTED.
Representative Murphy moved the H0890A27 amendment.
Representative Murphy withdrew the H0890A27 amendment.
Representative Davnie moved the H0890A29 amendment. Representative Davnie divided the H0890A29 amendment at lines 2.3 and 2.4. Representative Davnie withdrew lines 2.4 through 2.18. THE AMENDMENT, AS DIVIDED AND AMENDED, WAS ADOPTED.
Representative Moran moved the H0890A34 amendment. THE AMENDMENT WAS NOT ADOPTED.
Representative Mariani moved the H0890A35 amendment. THE AMENDMENT WAS NOT ADOPTED.
Representative Davnie moved the H0890A37 amendment. THE AMENDMENT WAS NOT ADOPTED.
Representative Thissen moved the H0890A39 amendment. Jennifer Lawhead, Austin Aspires testified to the amendment. Representative Thissen requested a roll call vote.

Representative Davnie moved the H0890A41 amendment. THE AMENDMENT WAS NOT ADOPTED.
Representative Thissen moved the H0890A44 amendment. Representative Thissen called a division vote on the H0890A44 amendment. THE AMENDMENT WAS NOT ADOPTED.
Representative Sandstede moved the H0890A46 amendment. Representative Sandstede requested a roll call vote.
