MINUTES
Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order at 8:15 AM on February 14, 2017, in room 10 of the State Office Building. A quorum was present.
The Committee Legislative Assistant noted the roll.

Representative Pryor moved the minutes from February 9, 2017, be approved. THE MOTION PREVAILED.
HF675 (Quam): Schools allowed to maintain a supply of asthma inhalers.
Representative Erickson moves to re-refer HF675 to the Committee on Health and Human Services Reform.
Representative Quam presented HF675 to the Committee.
Julia Hoffman, Minnesota House of Representatives High School Page, shared experience on using asthma inhalers during school.
Grace Keliher, Minnesota School Boards Association, provided testimony in opposition to HF675.
Deb Mayer, School District 196 Health Services Coordinator, provided testimony in opposition to HF675.
Gary Amoroso, Minnesota Association of School Administrators, provided testimony with concerns to HF675.
Representative Erickson renewed the motion to re-refer HF675 to the Committee on Health and Human Services Reform. THE MOTION PREVAILED.
HF341 (Thissen): Strategies pursued to prevent over-enrollment of minority students and English learners in special education, dismissing more minority students than other students with disabilities, or placing more minority students in settings other than general education classrooms; and cultural competency emphasized.
Representative Lee moved to lay over HF341 for possible inclusion in an omnibus bill.
Representative Thissen introduced HF341.
John Pauley, University of Saint Thomas Law Student, provided testimony to the intent of HF341, and the hopes it will help to address the achievement gap.
Nekima Levy-Pounds, Former Law Professor at University of Saint Thomas, provided testimony on cultural competency and how it relates to academic performance.
Representative Lee renewed the motion to lay over HF341 for possible inclusion in an omnibus bill.
HF538 (Christensen): Third grade students who do not read at grade level personal learning plan required, and student who does not meet high school standards required to be informed that admission to a public school is free until age 21.
Representative Christensen moved HF538 be laid over for possible inclusion in an omnibus bill.
Representative Christensen introduced HF538.
Joshua Crosson, Education Allies, provided testimony in favor of HF538.
Jim Bartholomew, Minnesota Business Partnership, provided testimony in favor of HF538.
Adosh Unni, Director of Government Relation at the Minnesota Department of Education, provided some information on MDE policies on child literacy.
Rachel Chamley, Reading Interventionist Prior Lake-Savage School District, shared concerns on cost neutrality and research pertaining to early learning.
Ellen Abney, Reading Interventionist Prior Lake-Savage School, spoke on reading intervention curriculum.
Melanie Anderson, Reading Interventionist Prior Lake-Savage School, provided testimony in opposition to HF538 citing issues with retention.
LeAnn Weikle, Teacher Prior Lake-Savage School District, provided testimony asking bill language be amended for earlier intervention.
Jon Millerhangen, Executive Director Minnesota Elementary School Principals' Association, provided testimony demonstrating difficultly for children learning to read.
Representative Erickson renewed the motion to lay over HF538 for possible inclusion in an omnibus bill.
HF281 (Bly): Language proficiency requirements for students studying Latin clarified.
Representative Bly moved HF281 be laid over for possible inclusion in an omnibus bill.
Representative Bly moved the H0281A1 Amendment. THE MOTION PREVAILED.

Emese Drew, Latin Teacher Edina Public Schools, provided testimony in support of HF281.
Mary Howe, Latin Teacher Edina Public Schools, provided testimony in support of HF281.
Mike Macken, Latin Instructor St. Francis Xavier Catholic School, provided testimony in support of HF281.
Adosh Unni, Executive Director at the Minnesota Department of Education, shared the Department of Education’s position on HF281.
Representative Erickson renewed the motion to lay over HF281 for possible inclusion in an omnibus bill.
