MINUTES
Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order at 8:15 AM on February 16, 2017, in Room 10 of the State Office Building.
The meeting was officially called to order at 8:16 AM, the Committee Legislative Assistant noted the roll.

Representative Jessup moved approval of the minutes from February 14, 2017. THE MOTION PREVAILED.
HF734 (Haley): Education partnerships enhanced, youth development promoted, education partnerships coalition fund established, and money appropriated.
Representative Haley moved to re-refer HF734 to the Committee on Education Finance.
Representative Haley moved the H0734A1. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.
Representative Haley introduced HF734.
Jennifer Lawhead, Executive Director Austin Aspires, testified in support of HF734.
Zach Pruitt, Director Northfield Promise, testified in favor of HF734.
Rey Andrade Flores, Northfield High School alum, spoke of his experience with the TORCH and how it helped him attain a college education.
Sondra Samuels, President of the North Side Achievement Zone, testified in support of HF734.
Qianna Jones, parent with North Side Achievement Zone, spoke about her three children’s involvement with the North Side Achievement Zone and the positive impact it has had with their academic success.
Representative Haley renewed the motion to re-refer HF734 as amended to the Committee on Education Finance. THE MOTION PREVAILED.
HF998 (Gruenhagen): Minnesota's special education system cost-benefit analysis required, and report required.
Representative Christensen moved HF998 for possible inclusion in an omnibus bill.
Representative Christensen moved the H0998A1 amendment. THE MOTION PREVAILED.
Representative Gruenhagen introduced HF998.
Jody Hauer, Office of the Legislative Auditor, provided some context on HF998 and federal funding for special education programs.
Don McNeil, concerned parent and board member of the PACER Center, testified in opposition of HF998.
Sue Abderholden, Executive Director of NAMI Minnesota, testified in opposition to HF998.
Kate Lynne Snyder, Government Relations with Minnesota Department of Education, shared MDE’s position on HF998.
Representative Christensen renewed the motion to lay over HF998 as amended for possible inclusion in an omnibus bill.
HF652 (Kresha): School district authorized to renew an annual food service management contract up to three additional times.
Representative Jessup moved HF652 for possible inclusion in an omnibus Bill.
Representative Jessup offered a technical oral amendment, on line 3.1: delete “three” and inserting “four”. THE AMENDMENT WAS INCORPORATED.
Representative Kresha introduced HF652 as amended.
Tina Burkholder, Business Manager ISD 882 Monticello, testified in favor of HF652.
Representative Jessup renewed the motion to lay over HF652 as technically amended for possible inclusion in an Omnibus bill.
HF905 (Kresha): School disciplinary actions modified.
Representative Erickson moved to lay over HF905 for possible inclusion in an omnibus bill.
