MINUTES
Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order at 8:15 AM on February 21, 2017, in Room 10 of the State Office Building. A quorum was present.
The Committee Legislative Assistant noted the roll.

Representative Bahr moved approval of the minutes from February 16, 2017. THE MOTION PREVAILED.
HF1107 (Erickson): District procedures to apply for grants clarified.
Representative Erickson moved that HF1107 be placed on the General Register.
Representative Erickson gave a brief summary of HF1107.

HF140 (Erickson): Teacher licensure system restructuring planning required.
Representative Erickson moved to re-refer HF140 to the Government Operations and Elections Committee.
Representative Erickson moved the H0140DE1 amendment. THE MOTION PREVAILED.

Representative Erickson gave a summary of the H0140DE1 amendment.
Cristina Parra, Non-Partisan House of Representatives Research, gave the H0140DE1 amendment a walk through.
Erin Doan, Executive Director of the Minnesota Board of Teaching, shared recommendations the Board of Teaching has for the proposed legislation of HF140.
Cyndy Crist, Legislative & Policy Liason at MACTE, expanded on some concerns with the proposed legislation of HF140.
Daniel Sellers, Executive Director of Ed Allies, testified in support of HF140.
Kirstin Rogers, Educator with Minneapolis Public Schools, shared her experience in applying for a teacher’s license with the State of Minnesota.
Rhyddid Watkins, Attorney with Faegre Baker Daniels, shared his experience in litigation against the Board of Teaching.
David Aron, Staff Attorney with Education Minnesota, shared thoughts on potential changes in language to HF140 and instances of support for specific provisions.
Maria Le, 3rd Grade Teacher Roseville Area Schools, shared concerns on tiered licensure provisions in HF140.
Ryan Stromberg, HR Director Spring Lake Park Schools, testified in support of the tiered system of licensure.
Gary Amoroso, Executive Director with Minnesota Association of School Administrators, testified in favor of HF140.
Denise Dittrich, Minnesota School Boards Association, shared thoughts on potential changes in language to HF140 and instances of support for specific provisions.
Fred Nolan, Minnesota Rural Education Association, testified in overall support of HF140.
Mary Koslig, Teach for America, testified in overall support of HF140.
Stacey Stout, Minnesota Chamber of Commerce, testified in support of HF140.
Jim Bartholomew, Minnesota Business Partnership, testified in support of HF140.
Adosh Unni, Director of Government Relations with the Minnesota Department of Education, shared with the committee the Department of Education’s thoughts and concerns on HF140.
Representative Mariani moved the H0140A4 amendment.
Representative Erickson renewed the motion to adopt the H0140A4 amendment. THE MOTION DID NOT PREVAIL, THE AMENDMENT WAS NOT ADOPTED.
Representative Kunesh-Podein moved the H0140A7 amendment.
Representative Erickson renewed the motion to adopt the H0140A7. THE MOTION DID NOT PREVAIL, THE AMENDMENT WAS NOT ADOPTED.

Representative Mariani requested a roll call on the H0140A9 amendment.

Representative Mariani moved to divide the H0140A12 amendment. THE MOTION PREVAILED.
Joshua Crosson, Ed Allies, helped to clarify the H0140A12 and the proposed division.
Representative Mariani moved the first portion of the division of the H0140A12 amendment, lines 1.1 through 3.32. THE MOTION PREVAILED, THE AMENDMENT AS DIVIDED WAS ADOPTED.
Representative Mariani withdrew the second portion of the division to the H0140A12 amendment, lines 4.1 through 6.19.
Representative Erickson renewed the motion to adopt the H0140DE1 amendment. THE MOTION PREVAILED.
Representative Erickson renewed the motion to re-refer HF140, as amended, to the committee on Government Operations and Elections. THE MOTION PREVAILED.
