MINUTES
Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order at 8:15 AM on March 2, 2017, in Room 10 of the State Office Building. A Quorum was present.
The Committee Legislative Assistant noted the roll.

HF485 (Anderson, P.): Agricultural educator grant program established, and money appropriated.
Representative Rarick moved to re-refer HF485 to the Committee on Education Finance.
Representative Anderson, P. introduced HF485.
Tom Appel, Executive Director Minnesota Association of Agricultural Educators, testified in support of HF485.
Representative Rarick renewed the motion that HF485 be re-referred to the committee on Education Finance. THE MOTION PREVAILED.
HF535 (Baker): Independent School District No. 347, Willmar; on-site education programs qualified as learning year programs, and money appropriated.
Representative Urdahl moved the H0535DE1 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.
Representative Urdahl moved to re-refer HF535, as amended, to the committee on Education Finance.
Representative Baker introduced HF535 and explained the H0535DE1 amendment.
Linda Bahe, educator from Independent School District No. 347, testified in favor of HF535.
Darren Anderson, Prairie Lakes Teacher, testified in support of HF535.
Representative Urdahl renewed the motion that HF535, as amended, be re-referred to the committee on Education Finance. THE MOTION PREVAILED.
HF1421 (Drazkowski): Snow day policy adoption by school boards authorized, and e-learning days for school days with inclement weather authorized.
Representative Bahr moved to lay over HF1421 for possible inclusion in an Omnibus bill.
Representative Drazkowski introduced HF1421.
Dave Anderson, Principal of Zumbrota-Mazeppa High School, testified in favor of HF1421.
Angela Heitman, Parent and Teacher with Zumbrota-Mazeppa Schools, testified in favor of HF1421.
Representative Bahr renewed the motion to lay over HF1421 for possible inclusion in an Omnibus bill.
HF1083 (Anselmo): Open enrollment priorities modified.
Representative Haley moved to lay over HF1083 for possible inclusion in an Omnibus bill.
Representative Anselmo introduced HF1083.
Alan Koehler, resident of Edina, testified in favor of HF1083.

HF1663 (Erickson): Alternative teacher preparation and compensation programs modified, Teacher Shortage Task Force created, concurrent enrollment teacher program expanded, report required, and money appropriated.
Representative Erickson moved to re-refer HF1663 to the Committee on Government Operations and Elections.

Denise Dittrich, Minnesota School Boards Association, testified in support of HF1663.
Dr. Kate Maguire, Superintendent of the Osseo Area Schools, testified in support of HF1663.
Nekey Oliver, Legislative Liaison Office of Higher Education, testified on concerns with HF1663.
Megan FitzGibbon, Officer of Higher Education, testified with concerns on HF1663.
Alex Liuzzi, Board of Teaching, testified with some possible suggestions for HF1663.
Cindy Crist, Legislative and Policy Liaison with MACTE, testified with a policy request and some concerns with HF1663 language.
Mary Koslig, Teacher for America Twin Cities, testified with some suggestions to language for HF1663.
Representative Erickson renewed the motion to re-refer HF1663 to the committee on Government Operations and Elections. THE MOTION PREVAILED.
