MINUTES
Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting unofficially to order at 9:00 AM on March 3, 2017, in Room 10 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Peterson introduced HF1966.

Toya Woodland, concerned parent, testified in favor of HF1966.
Josh Downham, Minneapolis Public Schools, testified with concerns on HF1966.
Adosh Unni, Director of Government Relations at Minnesota Department of Education, testified with concerns on HF1966.
Grace Keliher, Minnesota School Boards, testified with some concerns on HF1966.

Representative Ward moved a technical amendment to the February 28, 2017 minutes, adding the adjournment time. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Kathy Graves, Parent of student using assistive technology, testified in favor of HF1339.
Jay Fehrman, Deaf/Hard of Hearing & Blind/Visually Impaired Services Northeast Metro 916 Intermediate School District, testified on student technology and how it relates to HF1339.
Grace Keliher, Minnesota School Boards Association, testified with some concerns on HF1339.
Adosh Unni, Director of Government Relations with the Minnesota Department of Education, testified with some concerns on HF1339.

HF1426 (Lee): Teacher preparation program summary results disaggregated by race.
Representative Lee moved to lay over HF1426 for possible inclusion in an Omnibus bill.
Representative Lee Moved the H1426A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Lee introduced HF1426 as amended.
Madison Edison, Executive Directors with Educators for Excellence, testified in favor of HF1426.
Amira Tsegaye, Capitol Pathways Fellow and prospective teacher, testified in favor of HF1426.
Representative Lee renewed the motion to lay over HF1426, as amended, for possible inclusion in an Omnibus bill.
HF1825 (Loon): Perpich Center for Arts Education abolished; and Education Department position created, conveyance of the Perpich Arts high School and Crosswinds Arts and Science School planned.
Judy Randall, Deputy Legislative Auditor with the Office of the Legislative Auditor, gave a brief overview on the OLA report on the Perpich Center.
Joel Alter, Office of the Legislative Auditor, stood for questions in regards to the Perpich Center.
Representative Erickson moved to re-refer HF1825 to the Committee on Education Finance.
Representative Loon introduced HF1825.
Julie Workman, Vice-Chair on the Perpich Board, testified in opposition to HF1825.
Ahava Silkey-Jones, Perpich Center Principal, testified in opposition to HF1825.
Dr. John Stein, Interim Superintendent with the Saint Paul Public Schools, testified on the working relationship between Crosswinds school and SPPS.
Bert Strassburg, testified in opposition to HF1825.
Representative Ward requested a roll call for HF1825 on the motion to re-refer HF1825 to the committee on Education Finance.
Representative Erickson renewed the motion to re-refer HF1825 to the Committee on Education Finance.
