MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order at 8:15 AM on March 7, 2017, in Room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Jessup moved approval of the minutes from March 3, 2017. THE MOTION PREVAILED.

HF1376 (Erickson): Prekindergarten through grade 12 education provisions modified.

Representative Erickson moved to bring HF1376 before the committee.

Representative Erickson moved the H1376DE1. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Cristina Parra, Non-partisan House Research, gave a walk-through of the H1376DE1 amendment.

Scott Croonquist, Association of Metropolitan School Districts, testified in favor of HF1376.

Denise Dittrich, Minnesota School Boards Association, testified in favor of HF1376.

Adosh Unni, Director of Government Relations with the Minnesota Department of Education, testified with some suggestions and concerns in HF1376 language.

Representative Erickson tabled HF1376, as amended, at 8:35AM.

HF1944 (Nash): Career and technical education provided, high school apprenticeship pilot program established with a refundable income tax credit for employers, report required, and money appropriated.

Representative Jessup moved to re-refer HF1944 to the Committee on Job Growth and Energy Affordability.

Representative Nash introduced HF1944.

Brad Lundell, Schools for Equity and Education, testified in favor of HF1944.

Dave Segal, Builders Association, testified in favor of HF1944.


Alexis Russell, Minnesota Department of Labor and Industry, testified in opposition to the language of 1944.

Adosh Unni, Director of Government with the Minnesota Department of Education, testified with some concerns to HF1944.

Representative Jessup renewed the motion to re-refer HF1944 to the Committee on Job Growth and Energy Affordability. THE MOTION PREVAILED.

Representative Erickson resumed testimony on HF1376 at 8:47AM.

Roger Aronson, MN Association of Secondary School Principals, testified in support of HF1376.

Sarah Clarke, PACER Center, testified with some support for language in HF1376.

Therese Privette, Principal North Metro Flex Academy, testified with some concerns to charter school language.

Debra Kranz, Board Member North Metro Flex Academy, testified on charter school language.

Gary Amoroso, Minnesota Association of School Administrators, testified in support to some of the provisions in HF1376.

Brad Lundell, Schools for Equity and Education, testified in support of HF1376.

Representative Erickson moved to recess at 9:10AM.

Representative Erickson reconvened the hearing at 9:30AM.

HF1906 (Loon): Postsecondary Enrollment Options Act provisions modified, and graduation incentives program amended.

Representative Erickson moved to re-refer HF1906 to the Committee on Education Finance.

Representative Erickson moved the H1906A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Loon introduced HF1906 as amended.

Joe Nathan, Director with the Center for Schools of Change, testified in favor of HF1906.

Tim Everson, Principal Falls High School International Falls, testified in opposition to HF1906.

Dr. Kayla Westra, Parent, testified in support of HF1906.

Adosh Unni, Director of Government with the Minnesota Department of Education, testified with some concerns to HF1906.

Roger Aronson, MN Association of Secondary School Principals, testified with some concerns to HF1906.

Representative Erickson renewed the motion to re-refer HF1906, as amended, to the Committee on Education Finance. THE MOTION PREVAILED.

Overview and testimony of the HF1376 author's delete all amendment to make it the omnibus education policy bill. The amendment will be posted Monday, March 6th at 8:15AM. The amendment deadline will be noon Wednesday, March 8th.

Testimony will follow the overview. If you would like to testify on the delete all, please contact Andrew Hasek at andrew.hasek@house.mn. Testimony will be limited to 2 minutes per person. There will be no action on the DE amendment at this hearing.
