Representative Sondra Erickson, Chair of the House Education Innovation Policy Committee, called the joint information only meeting to order at 1:05 PM on July 19, 2017 in Room 5 of the State Office Building. A quorum was present.

Chair Erickson noted the meeting was called to fulfill a provision in session law:
Sec. 53. COMMISSIONER OF EDUCATION MUST SUBMIT ESSA PLAN TO LEGISLATURE.
Subdivision 1. ESSA plan. The commissioner of education must submit the state plan developed pursuant to the Elementary and Secondary Education Act of 1965, as amended by the Every Student Succeeds Act, United States Code, title 20, section 6311, to the education policy and finance committees of the legislature at least 30 days before submitting the plan to the United States Department of Education.
Subd. 2. Alignment with World's Best Workforce measures. The state plan must be consistent and aligned, to the extent practicable, with the performance accountability measures required under Minnesota Statutes, section 120B.11, subdivision 1a, to create a single accountability system for all public schools.
EFFECTIVE DATE. This section is effective the day following final enactment.
