MINUTES

Representative O’Driscoll, Chair of the Government Operations and Elections Policy, began the meeting at 10:15AM on March 8th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair O’Driscoll started the meeting at 10:15AM. A quorum was not present.

HF1545 (Rod Hamilton) Food Safety and Defense Task force extended, and animal definition modified.

Chair O’Driscoll called the meeting to order at 10:18AM. A quorum was present.

Chair O’Driscoll moved that HF1545 come before the committee and be re-referred to the Ways & Means Committee.

Representative Hamilton testified regarding HF1545.

Chair O’Driscoll renewed the motion that HF1545 be re-referred to the Ways & Means Committee. THE MOTION PREVAILED.

Representative Youakim moved to approve the minutes of March 7th. THE MOTION PREVAILED.

HF1185 (Peggy Scott) Correspondence defined in government record retention law, and minimum three-year retention period for correspondence provided.

Chair O’Driscoll moved the HF1185 come before the committee and be re-referred to the State Government Finance Committee.

Chair O’Driscoll renewed the motion that HF1185 be re-referred to the State Government Finance Committee. THE MOTION PREVAILED.

HF1291 (Dan Fabian) Permitting requirements modified, expedited environmental-review billing options provided, reclamation appeal provisions modified, and Environmental Quality Board eliminated and duties reassigned.

Chair O’Driscoll moved that HF1291 come before the committee and be re-referred to the Ways & Means Committee.

Representative Fabian testified regarding HF1291.

HF1826 (Sondra Erickson) Perpich Center for Arts Education abolished; and Education Department position created, conveyance of the Perpich Arts high School and Crosswinds Arts and Science School planned.

Chair O’Driscoll moved that HF1826 come before the committee and be re-referred to the Education Finance Committee.

Representative Erickson testified regarding HF1826.

Representative Freiberg moved the HF1826DE1 amendment. Representative Freiberg requested a roll call. The results were as follows:

Chair O’Driscoll renewed the motion that HF1826 be re-referred to the Education Finance Committee. THE MOTION PREVAILED.




HF1001 (Bob Vogel) Agencies required to determine impact of proposed rule on cost of residential construction or remodeling, notice to legislative committees required, and legislative committee permitted to require approval of a rule by law.

Chair O’Driscoll moved that HF1001 come before the committee and be re-referred to the Job Growth and Energy Policy and Finance Committee.

Representative Vogel testified regarding HF1001.

Ben Rabe, Senior Policy Associate, Fresh Energy.

Chair O’Driscoll renewed the motion that HF1001 be re-referred to the Jobs Growth and Energy Policy and Finance Committee. THE MOTION PREVAILED.

HF1663 (Sondra Erickson) Alternative teacher preparation and compensation programs modified, Teacher Shortage Task Force created, concurrent enrollment teacher program expanded, report required, and money appropriated.

Chair O’Driscoll moved that HF1663 come before the committee and be re-referred to the Education Finance Committee.

Representative Erickson testified regarding HF1663.

Chair O’Driscoll renewed the motion that HF1663 be re-referred to the Education Finance Committee. THE MOTION PREVAILED.
