MINUTES

Representative O’Driscoll, Chair of the Government Operations and Elections Policy, began the meeting at 9:00AM on March 10th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair O’Driscoll called the meeting to order at 9:00AM. A quorum was present.

Representative Swedzinksi moved to approve the minutes of March 9th. THE MOTION PREVAILED.


HF1745 (Jon Koznick) Metro Mobility Enhancement Task Force established, and legislative report required.

Chair O’Driscoll moved that HF1745 come before the committee and be re-referred to the Transportation Finance Committee.

Representative Koznick testified regarding HF1745.

Chair O’Driscoll moved the HF1745A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

The following testified regarding HF1745:

Chair O’Driscoll renewed the motion that HF1745, as amended, be re-referred to the Transportation Finance Committee. THE MOTION PREVAILED.

HF112 (Runbeck) Reverse referendum approval of issuance of debt provided.

Chair O’Driscoll moved that HF112 come before the committee and be re-referred to the Taxes Committee.

HF1907 (Mary Franson) Cosmetology definitions technical changes made, eyelash extension regulation clarified, and rulemaking authorized.

Chair O’Driscoll moved the HF1907 come before the committee and be re-referred to the State Government Finance Committee.

Representative Franson testified regarding HF1907.

Chair O’Driscoll moved the HF1907A17 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair O’Driscoll renewed the motion that HF1907, as amended, be re-referred to State Government Finance Committee. THE MOTION PREVAILED.

HF2090 (Sondra Erickson) Education Department data auditing procedures modified, and rulemaking provided.

Chair O’Driscoll moved that HF2090 come before the committee and be re-referred to the Education Finance Committee.

Adosh Unni, Director of Government Affairs, Minnesota Department of Education.

Chair O’Driscoll moved to orally amend HF2090 as follows:
On line 1.15, after chapter 14 insert: “including section 14.386”.

Chair O’Driscoll renewed the motion that HF2090, as amended, be re-referred to the Education Finance Committee. THE MOTION PREVAILED.

HF1714 (Rod Hamilton) Working group and pilot programs to improve the implementation of youth sports concussion protocols and identify best practices for preventing and treating concussions established, and money appropriated.

Chair O’Driscoll moved that HF1714 come before the committee and be re-referred to the Health and Human Services Finance Committee.

Representative Hamilton testified regarding HF1714.

The following testified regarding HF1714:
Francis Shen, Project BrainSafe.

Chair O’Driscoll renewed the motion that that HF1714 be re-referred to the Health and Human Services Committee. THE MOTION PREVAILED.

HF1607 (Barb Haley) Housing trust fund creation by local governments authorized, counties and cities authorized to impose a surcharge on document recording fees for deposit into a housing trust fund, reports required, and money appropriated.

Chair O’Driscoll moved that HF1607 come before the committee and be re-referred to the Job Growth and Energy Policy and Finance Committee.

Representative Haley testified regarding HF1607.

Chair O’Driscoll moved the HF1607DE2 Amendment:

Chair O’Driscoll moved the HF1607A3 amendment to the HF1607DE2 amendment.

Rep Lee moved the following oral amendment to the HF1607A3 amendment:
On line 1.4 delete, “without” and insert “or take”. THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED

Chair O’Driscoll renewed the motion to adopt the HF1607A3 amendment, as orally amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair O’Driscoll renewed the motion to adopt the HF1607DE2 amendment, as amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

The following testified regarding HF1607:
Randall Hemmerlin, Executive Director, Red Wing Housing & Redevelopment Authority.

Chair O’Driscoll renewed the motion that that HF1607, as amended, be re-referred to the Job Growth and Energy Finance and Policy Committee. THE MOTION PREVAILED.

HF2196 (Randy Jessup) Political committee sale of goods or services requirements provided.

Chair O’Driscoll moved that HF2196 come before the committee and be re-referred to the General Register.

Representative Jessup testified regarding HF2196.

Chair O’Driscoll moved that HF2196 be laid over for possible inclusion in the Government Operations and Elections Policy omnibus bill.

HF1569 (Roz Peterson) Electronic voting system provisions modified, and alternative printed ballot styles permitted.

Chair O’Driscoll moved that HF1569 come before the committee and be laid over for possible inclusion in the Government Operations and Elections Policy omnibus bill.

Representative Peterson testified regarding HF1569.

Representative Peterson moved the HF1569A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
