Representative Tim O’Driscoll, Chair of the Government Operation and Election Policy Committee called the meeting to order at 10:16AM on March 20, 2018, in the Basement Hearing Room of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative West moved to approve the minutes of March 15, 2018. THE MOTION PREVAILED.

HF3001 (Poston) Service cooperatives included in definition of governmental units for purposes of joint powers.

Representative O’Driscoll moved HF3001 in front of the committee to be rereferred to Education Finance.

Representative Poston presented HF3001.

Dan Listug, National Joint Powers Alliance testified on HF3001.

Representative O’Driscoll renewed his motion to move HF3001 to the Education Finance committee. THE MOTION PREVAILED.


HF2809 (Grossell) Emergency operations and continuity of government provisions amended; and adoption of emergency operations and continuity of government plan by the legislative branch, judicial branch, and state constitutional officers required.

Representative O’Driscoll moved HF2809 before the committee to be rereferred to the State Government Finance Committee.
