Representative Tim O'Driscoll, Chair of the Government Operation and Election Policy
Committee called the meeting to order at 10:15AM on March 27, 2018, in the Basement Hearing Room of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Nelson moved to approve the minutes from the March 21', 2018 meeting. THE MOTION PREVAILED.


HF3611 (Grossell) Law enforcement agencies required to issue firearms to peace officers.

Representative O'Driscoll moved HF3611 before the committee to be referred to the General Register.

Representative Grossell presented HF3611.

Representative O'Driscoll renews his motion to move HF3611 to be referred to the General Register. THE MOTION PREVAILED.

HF4169 (Schomacker) Nurse Licensure Compact created, and money appropriated.

Representative O'Driscoll moves HF4169 in front of the committee to be rereferred to the Civil Law committee.

Representative Schomacker presented HF4169.

HF4226 (Schomacker) Minnesota Health Policy Commission established, and money appropriated.

Representative O'Driscoll moved HF4226 before the committee of be rereferred to State Government Finance committee.

Kristin Loncorich, Minnesota Hospital Association testified against HF4226.

HF2389 (Gruenhagen) Alternative pain management pilot program established, and evaluation of pilot program required.

Representative O'Driscoll moved HF2389 in front of the committee to be rereferred to the Health and Human Services Finance committee.

Valerie Overby, Minnesota Acupuncture Association testified on HF2389.

Representative O'Driscoll renewed his motion to move HF2389 to be rereferred to the Health and Human Services Committee. THE MOTION PREVAILED.
HF3735 (Franson) Wells and borings licensure and registration requirements modified, and health commissioner directed to amend rules.
Representative O'Driscoll moves HF3735 before the committee to be rereferred to the Health and Human Services Finance Committee.

Representative Franson presented HF3735.

Representative O'Driscoll moved the H3735A1 amendment. THE MOTION PREVAILEDAND THE AMENDMENT WAS ADOPTED.

Bruce Yurich, MNIT testified on HF3735.

Representative O'Driscoll renewed his motion to move HF3735 as amended to be rereferred to the Health and Human Services Committee. THE MOTION PREVAILED.

HF3018 (Bliss) Task Force on Charitable Gambling Taxation established, and money appropriated.

Representative Bliss moved HF3018 before the committee to be rereferred to the State Government Finance committee.

Representative Bliss presented HF3018.

Al Lund, Allie Charities testified in favor of HF3018.

Representative Bliss renewed his motion to move HF3018 to be rereferred to the State Government Finance committee. THE MOTION PREVAILED.

HF4114 (Miller) Compensation to businesses provided for loss of business opportunity from sale and closure of biomass energy plant, account created, and money transferred.
Representative O'Driscoll moved HF4114 before the committee to be rereferred to the State Government Finance committee.
