HEATH AND HUMAN SERVICES REFORM COMMITTEE
MINUTES


Representative Schomacker, Chair of the Health and Human Services Reform Committee, called the meeting to order at 8:16 a.m. on Thursday, February 2, 2017, in Room 200 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:19 a.m.

Weston Merrick, Coordinator, Results First, MMB Budget Division, gave a presentation about Results First.

Representative Schomacker officially called the meeting to order at 9:05 a.m.

Representative Kiel moved to approve the minutes from January 31, 2017. THE MOTION PREVAILED.

Representatives from the Minnesota Department of Human Services (DHS) gave an overview of the report “Medical Assistance Spenddown Requirements and Processes.”

Kim Carolan, Healthcare Eligibility Policy Manager;
Meg Heinz, Agency Policy Specialist.

HF225 (Zerwas) Medical assistance asset and spenddown limits increased for persons who are blind, have disabilities, or are 65 or older.

Representative Schomacker moved HF225 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Schomacker moved the A1 Amendment. THE AMENDMENT WAS ADOPTED.

Testimony was heard regarding HF225, as amended.

Rebecca Preston, Citizen Advocate, Minnesota Brain Injury Alliance;
Rik Seiler, Citizen Advocate, Minnesota Brain Injury Alliance;
Rick Carnasay, Citizen Advocate.

Representative Schomacker renewed his motion that HF225, as amended, be recommended to be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

The meeting was adjourned at 9:51 a.m.
