MINUTES


Representative Schomacker, Chair of the Health and Human Services Reform Committee, called the meeting to order at 8:22 a.m. on Tuesday, February 21, 2017, in Room 200 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Kiel moved to approve the minutes from February 16, 2017. THE MOTION PREVAILED.

HF770 (Baker) Direct injectable drug medical assistance reimbursement provisions modified.

Testimony was heard regarding HF770.

Representative Baker moved HF770 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Baker moved the A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Baker moved HF1134 be recommended to be re-referred to the General Register.

Representative Baker moved the DE1 amendment. THE AMENDMENT WAS ADOPTED.

HF345 (Zerwas) Palliative Care Advisory Committee created.

Representative Schomacker moved HF345 be recommended to be re-referred to the Committee on Government Operations.

HF1269 (Zerwas) 340B drug identification and report process development required, alternative payment methodology for federally qualified health centers and rural health clinics established, allowable costs for change of scope of services clarified, and federally qualified health centers permitted to submit claims for payment directly to human services commissioner.

Representative Schomacker moved HF1269 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Schomacker moved the A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Dean moved HF959 be recommended to be re-referred to the General Register.

Representative Dean moved the DE2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Dean renewed his motion that HF959, as amended, be recommended to be re-referred to the General Register. THE MOTION PREVAILED.

HF711 (McDonald) Federally qualified health center and rural health clinic reimbursement option provided for dual eligible, health center subsidies provided, and money appropriated.

Representative McDonald moved HF711 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Kiel moved the Aging and Long-term Care Policy Subcommittee report on HF262 be recommended to be re-referred to the Committee on Government Operations.

Testimony was heard regarding the subcommittee report on HF262.

Beth McMullen, Vice President, Government Affairs, Alzheimer’s Association Minnesota-North Dakota.

Representative Kiel renewed her motion that the subcommittee report on HF262 be recommended to be re-referred to the Committee on Government Operations. THE MOTION PREVAILED.

HF629 (Rarick) Claims against estates provisions under medical assistance modified.
Representative Schomacker moved HF629 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Schomacker moved the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Rarick testified on HF629, as amended.

HF630 (Rarick) Child out-of-home placement cost aid under the Indian Child Welfare Act provided, and money appropriated.

Representative Baker moved the A1-1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Baker moved to orally amend HF1135: Page 1, line 8, delete “plan” and insert “plain”. THE AMENDMENT WAS ADOPTED.
