MINUTES
Representative Schomacker, Chair of the Health and Human Services Reform Committee, called the meeting to order at 8:26 a.m. on Wednesday, March 15, 2017, in Room 200 of the State Office Building. A quorum was not present.
The Committee Legislative Assistant noted the roll.

Representative Schomacker officially called the meeting to order at 8:32 a.m.
HF1712 (Pierson) Collaborative community dental hygiene service requirements modified, and requirements established.
Representative Schomacker moved HF1712 be recommended to be re-referred to the General Register.
Representative Schomacker moved the A1 amendment. THE AMENDMENT WAS ADOPTED.
Testimony was heard regarding HF1712, as amended.
Jeanne Anderson, Minnesota Dental Hygienists’ Association.
Representative Schomacker renewed his motion that HF1712, as amended, be recommended to be re-referred to the General Register. THE MOTION PREVAILED.
HF1132 (Backer) Community first services and supports program modified.
Representative Schomacker moved HF1132 be recommended to be re-referred to the Committee on Health and Human Services Finance.
Testimony was heard regarding HF1132.

HF1130 (West) Anoka County; foster family recruitment grants provided, and money appropriated.
Representative Schomacker moved HF1130 be recommended to be re-referred to the Committee on Health and Human Services Finance.

HF2115 (Albright) Medical assistance hospital outcomes program and managed care organization outcomes program established.
Representative Albright moved HF2115 be recommended to be re-referred to the Committee on Health and Human Services Finance.

HF1453 (Hamilton) Minnesota family investment program income exclusions modified.
Representative Flanagan moved HF1453 be recommended to be re-referred to the Committee on Health and Human Services Finance.
Representative Flanagan moved the DE1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Flanagan renewed her motion that HF1453, as amended, be recommended to be re-referred to the General Register. THE MOTION PREVAILED.
HF1502 (Smith) Sign posting at fields and playgrounds containing crumb rubber required, moratorium on construction of fields and playgrounds using crumb rubber established, and report required.
Representative Schomacker moved HF1502 be recommended to be re-referred to the Committee on Environment and Natural Resources Policy and Finance.
Representative Schomacker moved the A17-0225 amendment. THE AMENDMENT WAS ADOPTED.
Representative Schomacker moved the oral amendment to the A17-0225 amendment: “Page 2, line 4, delete “and section 488.57.” THE ORAL AMENDMENT WAS ADOPTED.
