MINUTES


Representative Johnson, Vice Chair of the Public Safety and Security Policy and Finance Committee, called the meeting to order at 10:17AM on February 21, 2017, in Room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Franke moved the minutes of the February 15, 2017 meeting be approved. THE MOTION PREVAILED.

HF817 (Loonan) Point-of-sale terminals, gas pump dispenser, and automated teller machine interference crime established.

Representative Johnson moved HF817 be re-referred to the committee on Commerce and Regulatory Reform.

Representative Loonan presented HF817.

John McCullough, Executive Vice President, Financial Crimes Services, testified in favor of HF817.

Representative Johnson renewed his motion that HF817 be re-referred to the committee on Commerce and Regulatory Reform. THE MOTION PREVAILED.


HF714 (Miller) Child sex trafficking prevention director duties modified; forfeited money from public safety commissioner transferred to health commissioner; shelter, services, and other activities provided for sexually exploited youth and youth at risk of sexual exploitation; and money appropriated.

Representative Johnson moved HF714 be re-referred to the committee on Health and Human Services Finance.

HF713 (Miller) Statewide sex trafficking victim strategic plan and report required, and money appropriated.

Representative Cornish moved HF713 be re-referred to the committee on Health and Human Services Finance.

Representative Cornish moved the H0713A3 amendment. THE MOTION PREVAILED.

Representative Miller presented HF713.

David Bentrud, Chief, Waite Park Police Department, testified in favor of HF713.

Janelle Kendall, Stearns County Attorney, testified in favor of HF713.

Representative Cornish renewed his motion that HF713, as amended, be moved to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.


HF329 (Rarick) Fireworks manufacture, sale, and use regulated; portion of revenues from sale of fireworks dedicated to public safety purposes, and new account in the state treasury provided.

Representative Cornish moved HF329 be re-referred to the committee on Government Operations and Election Policy.

Representative Cornish moved the H0329A2 amendment. THE MOTION PREVAILED.

Representative Rarick presented HF329.

HF916 (Hilstrom) Law enforcement required to maintain collection boxes for disposal of noncontrolled substances and pharmaceutical controlled substances.

Representative Hilstrom presented HF916 and moved to lay over HF916 for possible inclusion in the Public Safety and Security Policy and Finance omnibus bill. THE MOTION PREVAILED.
