Representative Cornish, Chair of the Public Safety and Security Policy and Finance Committee, called the meeting to order at 10:16 AM on February 22, 2017, in Room 10 of the State Office Building. A quorum was present.

Representative Howe moved the minutes of the February 21, 2017 meeting be approved. THE MOTION PREVAILED.
HF115 (Newberger): First responder meal expense subtraction allowed.
Representative Newberger moved HF115 be re-referred to the Committee on Taxes.
Representative Newberger presented HF115 and renewed his motion that HF115 be re-referred to the Committee on Taxes. THE MOTION PREVIALED.
HF261 (O'Driscoll): De-escalation technique training for community safety personnel funding provided, and money appropriated.
Representative Cornish moved HF261 be laid on the table for possible inclusion in the Public Safety and Security Policy and Finance omnibus bill.
Representative O’Driscoll presented HF261.
Bill Micklus, CEO and founder of Centurion Skills, Inc., testified in favor of HF261.
Michelle Gross, President, Communities United Against Police Brutality, testified in favor of HF261.

HF390 (Zerwas): Obstructing traffic to a highway or airport penalties increased, and crime of obstructing transit amended.
HF1066 (Lohmer): Penalties for obstructing a highway increased.
Representative Lohmer moved HF1066 to the General Register.
Representative Zerwas moved HF390 to the General Register.
